About this file

This is an Acceptance of Basic Lease Terms document for the City of Tampa's lease of property located at 2806 North 15th Street in the Ybor City Historic Districts. The Property consists of a building only, approximately 19,050 square feet, with adjacent basketball courts and the Cuscaden Pool/Park area excluded from the lease. The initial lease term is five years with up to three optional five-year renewal periods. The lease may be terminated by either party without cause upon written notice of at least 270 days before the intended termination date. Proposers must be 501(c)(3) nonprofit organizations and will be required to submit proposed rent in the format specified in the Proposed Lease Business Terms Form. A non-mandatory pre-proposal conference is scheduled for February 17, 2026, at 10:00 a.m., with a question submission deadline of February 23, 2026, at 12:00 p.m., and proposals due by March 6, 2026, at 3:00 p.m.

The lease is structured as triple net, with the proposer responsible for all operating expenses, capital costs, repairs, maintenance, utilities, insurance, taxes, janitorial services, landscaping, security, and indemnification in amounts specified by the City. The property is provided as-is, with imminent roof repairs falling under the tenant's responsibility. No designated or reserved parking is available; employees and patrons must use street parking on a first-come, first-served basis. The proposer must maintain property insurance covering 100 percent of total replacement cost, with costs invoiced annually and paid by the proposer. All exterior work, site plans, signage, and renovations require prior review and approval by the Barrio Latino Commission for consistency with Ybor City Design Guidelines and the Secretary of the Interior's Standards for Rehabilitation, with a Certificate of Appropriateness required before permitting. The lease is subordinate to an existing Tampa Electric Company easement (Instrument No. 2016320357), and the property may not be assigned, mortgaged, or subleased without prior written consent of the City. The proposer must comply with all applicable laws, ordinances, the City's Ethics Code, and background screening requirements under the Jessica Lunsford Act.
