About this file

This is a Financial Capacity attachment for a Request for Proposals issued by the City of Tampa, Florida, to lease property located at 2806 N. 15th Street. The City seeks to identify and select a qualified 501(c)(3) non-profit organization to lease the approximately 19,050 square-foot building located in the Ybor City Historic Districts and East Tampa Community Redevelopment Area. The selected proposer will provide recreational, educational, and accessory daycare programs for underserved residents. All exterior work must receive approval from the Barrio Latino Commission and comply with the Ybor City Design Guidelines and The Secretary of the Interior's Standards for Rehabilitation prior to permitting.

The Financial Capacity attachment requires proposers to submit comprehensive financial documentation including three financial references, evidence of funding sources for building improvements and upfront costs, proof of ability to fund annual rent and operating costs, and disclosure of any lease or contract terminations for default, breach, or cause within the preceding five years. Proposers must also disclose pending or past litigation filed against them within the last five years, list any monetary contributions received from the State of Florida, Hillsborough County, or other government entities over the past five years, and provide projected annual income itemized by revenue source. Required supporting documentation includes federal tax returns for the past three years, audited financial statements for the last three fiscal years, an operating and business plan, confirmation of 501(c)(3) status if applicable, board member lists with resumes, and articles of incorporation and bylaws.

4. Has Proposer had a lease/agreement/contract terminated for default/breach/cause in the last five

Additionally, please present Proposer’s position on the matter. The City will evaluate the information presented by Proposer and facts and may, at its sole discretion, reject such Proposer’s proposal on the grounds of its past experience. In the event a Proposer fails to disclose in its proposal any termination for default/breach/cause as described in this Paragraph (a), upon the City’s discovery of such termination for default/breach/cause, the City shall have the right to either (a) reject such Proposer’s proposal from further consideration for award or (b) immediately terminate any Lease Agreement and/or other agreements with such Proposer resulting from the award of this RFP (as applicable).
