About this opportunity

The County of Orange, Probation Department is soliciting competitive bids for Leadership Practices Inventory 360+ Assessment Tokens through an Invitation for Bids (IFB) posted on April 8, 2026, with bids due by April 22, 2026 at 4:00 PM via the County's electronic procurement portal. The procurement seeks qualified vendors to provide up to 225 Leadership Practices Inventory (LPI) 360+ assessment tokens and up to 150 Self-Empowered assessment tokens over a three-year contract period, with pricing structured as follows: Year 1 covering up to 50 LPI tokens and 25 Self-Empowered tokens, Year 2 covering up to 75 LPI tokens and 50 Self-Empowered tokens, and Year 3 covering up to 100 LPI tokens and 75 Self-Empowered tokens. The LPI 360+ assessment is an observer-based evaluation tool that measures five practices of exemplary leadership through self-assessments, feedback from 8-10 raters, and comprehensive reports with actionable improvement recommendations; the Self-Empowered initiative complements this offering by developing leadership skills across all organizational levels using the same Five Practices framework. Qualified bidders must demonstrate substantial and demonstrable experience providing both LPI and Self-Empowered tokens, maintain active California Secretary of State registration, possess valid UEI and D-U-N-S numbers, provide current W-9 forms, and carry certificates of insurance with additional insured endorsements. The contract will be awarded to the lowest responsive, responsible bidder, with the contractor required to sign the contract within seven days of award notification and maintain firm pricing for the entire three-year term; all questions must be submitted by April 15, 2026 at 4:00 PM, and bids remain valid for 365 days following the solicitation closing date.

The procurement includes preference designations for qualified small businesses, specifically offering a five percent preference deduction for bidders certified as Orange County Local Small Businesses (OCLSB) or Disabled Veteran Business Enterprises (DVBE), with an enhanced eight percent preference for businesses holding both certifications during bid evaluation. Bidders will be required to execute both a Performance Bond and a Labor and Material Payment Bond, each equal to or exceeding the estimated total contract value, to ensure faithful performance and payment for all materials, labor, and related costs associated with contract delivery. The selected contractor must coordinate all administrative activities with the County's designated Project Manager, and all reports, outputs, and deliverables generated under the contract shall remain the property of the County of Orange. No incumbent vendors or current contractors are identified in the solicitation materials, and no specific technology integration requirements are detailed; however, all electronic bid submissions must be completed through the County's online eProcurement Portal at https://procurement.opengov.com/portal/ocgov, with technical support available through procurement-support@opengov.com. While specific budget or award values are not stated in the solicitation documents, the contract value will be determined by the total pricing submitted by the awarded vendor for the three-year assessment token delivery period.
