About this opportunity
The Madison Metropolitan School District (MMSD) is seeking K-5 core instructional resources for Social Emotional Learning (SEL) through Request for Proposal (RFP) 4146, which covers approximately 25,500 students across Dane County, Wisconsin. The district requires comprehensive instructional materials that are aligned with their SEL Competencies, founded on transformative SEL values, and provide culturally relevant content in both English and Spanish. Specifically, the materials must support diverse learners including English language learners, gifted students, and students with disabilities, with engaging activities that are content-rich, unbiased, and fully accessible. The RFP was released on May 27, 2025, with proposals due by July 25, 2025, at 2:00 PM CST, and a vendor conference scheduled for June 24, 2025. The contract will run from the award date through June 20, 2027, with an option to renew for three additional one-year periods. Evaluation criteria will include organizational capabilities (55%), qualifications/experience (30%), cost (5%), references (5%), and diverse-owned business status (5%), with implementation planned as a pilot program at 10 schools in 2025-2026, expanding to 66% of K-5 schools in 2026-2027, and full implementation by 2027-2028.
The RFP appears to have provisions encouraging participation from diverse-owned businesses, with 5% of evaluation criteria specifically dedicated to this status. Vendors must provide comprehensive professional development, implementation support, and sustainability plans, including role-specific training and ongoing technical assistance across multiple delivery modalities. While specific budget ranges are not explicitly detailed, the scope suggests a substantial investment for a multi-year, district-wide SEL instructional resource implementation. The district requires vendors to demonstrate expertise in creating materials that support its strategic framework of empowering school communities, investing in people, and embracing innovation. Vendors will need to show capability in developing SEL resources that are not only academically rigorous but also culturally responsive and inclusive of the district's diverse student population. The procurement seeks a vendor that can provide a holistic, transformative approach to social-emotional learning that goes beyond traditional instructional materials.
