About this opportunity

The State of Illinois Department of Central Management Services, in cooperation with the Chief Procurement Officer for General Services, is soliciting bids to establish a Joint Purchase Master Contract (26-416CMS-BOSS4-B-50380) for transit passenger and cargo vans available for purchase by all governmental units and qualified not-for-profit agencies throughout Illinois. The procurement encompasses new, unused vans in manufacturer's current production models across multiple powertrains, including gasoline, hybrid, plug-in hybrid, diesel, flex-fuel, and electric vehicle options, specified in two vehicle classes (T-150 cargo vans with minimum 8,600-pound GVWR and T-350 cargo vans with minimum 9,500-pound GVWR). Bidders must be established manufacturers or authorized dealers licensed in accordance with state statute and must submit quotes on any or all vehicle types with complete pricing for all line items associated with each vehicle. Pricing shall be submitted as percent discounts off Manufacturer's Suggested Retail Price (MSRP) for options and OEM repair parts, with dealer-installed modifications permitted to include per-hour labor charges. The State intends to award to the lowest cost responsive and responsible bidder regardless of original equipment manufacturer or dealer affiliation and reserves the right to award by vehicle line item and make multiple awards designating primary, secondary, and tertiary vendors. The pre-bid conference was held on January 22, 2026, via Webex to explain Business Enterprise Program requirements and solicitation terms, and the bid due date is February 26, 2026, with bids remaining firm for 90 days from opening. All vehicles must comply with federal and state safety standards and fuel economy requirements, with F.O.B. Destination delivery to CMS locations at no cost or to other locations at specified rates, and the resulting five-year contract with potential ten-year maximum term requires the vendor to provide customer service representatives, training for end users and service personnel at no additional cost, and detailed quotes to ordering entities.

Bidders responding to this solicitation must meet a Business Enterprise Program (BEP) goal of 1% and must complete and submit a mandatory BEP Utilization Plan demonstrating commitment to utilizing certified minority-owned, women-owned, disabled-person-owned, and service-disabled or veteran-owned businesses within NIGP codes 071-90 (Vans, Cargo), 060-66 (Parts and accessories), 962-39 (Hauling Services), and 962-86 (Transportation); failure to submit a compliant Utilization Plan renders a bid non-responsive and subject to rejection. Bidders must also submit either a Vendor Disclosure form or an IPG Active Registered Vendor Disclosure form, an authorized Offer to the State of Illinois, contract documentation, and proof of dealer licensure if applicable, with vendors not registered in the Illinois Procurement Gateway required to complete the comprehensive Vendor Disclosure form certifying compliance with Illinois Department of Human Rights registration, authorization to conduct business in Illinois, drug-free workplace standards, non-discrimination policies, and numerous other state and federal requirements. The contract requires vendors to maintain general commercial liability insurance of $1,000,000 per occurrence with $2,000,000 annual aggregate, auto liability of $1,000,000 per occurrence, and workers' compensation insurance as required by law. Economic price adjustments are permissible only with prior written approval from CMS BOSS and must be substantiated with manufacturer documentation. No specific incumbent vendors or budget ranges are identified in the solicitation materials; however, the contract is valued as an estimated total to be populated in the BidBuy Purchase Order Items Tab and is contingent upon appropriation of funds, with the resulting contract potentially funded partially or wholly with federal funds as disclosed upon award.
