About this opportunity
The City of Urbana, Illinois, in Champaign County, is soliciting competitive bids for Joint and Crack Sealing 2026 (Section 26-00714-00-PP) through an Invitation to Bid released on April 7, 2026. The procurement encompasses routing, cleaning, and sealing cracks in existing Portland cement concrete pavement at various locations throughout Urbana, with a primary scope of 266,382 linear feet of joint or crack routing and 81,071 pounds of joint or crack filling material, plus a bid alternate for Olympian Drive adding 19,888 linear feet of routing and 6,053 pounds of filling. The project must be completed by June 30, 2026, and the contractor must submit a progress schedule within five days of contract execution and attend a mandatory pre-construction meeting with the project Engineer. Qualified contractors must comply with Illinois prevailing wage rates for Champaign County, maintain Commercial General Liability insurance ($1,000,000 each occurrence/$2,000,000 general aggregate), Workers' Compensation coverage meeting Illinois statutory requirements, Automobile Liability ($1,000,000 combined single limit), and Umbrella/Excess Liability ($5,000,000). Additionally, all bidders and subcontractors must certify participation in apprenticeship or training programs approved and registered with the United States Department of Labor's Bureau of Apprenticeship and Training. Bid submissions are due electronically through the City's e-Procurement Portal by April 21, 2026 at 2:00 p.m., with a question submission deadline of April 17, 2026 at 5:00 p.m. A 5% proposal bond (or the amount specified in proposal documents, whichever is lesser) is required, and awards will be made to the responsible vendor with the lowest lump sum pricing proposal within 90 calendar days of submission. All work carries a one-year warranty from the date of completion and acceptance, and the contractor must comply with the City of Urbana's noise ordinance restricting equipment operation between 8:00 p.m. and 7:00 a.m. Monday through Saturday.
The procurement does not contain specific set-aside designations for disadvantaged enterprises; however, compliance with the Illinois Prevailing Wage Act and IDOT Standard Specifications for Road and Bridge Construction is mandatory. The project is funded through Local Municipal Fuel Tax (MFT) funds and requires successful bidders to provide conditional award documentation within 14 days of notice of award and execute a City-provided or City-approved contract within 15 days. No incumbent vendors or current contractors are identified in the solicitation documents. The contractor is responsible for all traffic control and protection at a contract lump sum price, maintaining one-way traffic in immediate work areas during construction while preserving two-way traffic elsewhere, with 72 hours' advance notification to the City required before implementing new or adjusting existing traffic control measures. Two low bidders must file an "Affidavit of Availability" (Form BC 57) within 24 hours after the letting. No specific budget or award value range is disclosed in the available documentation; however, the bid scope includes mobilization and traffic control and protection as separate lump sum line items in addition to unit pricing for routing and filling materials.
