About this opportunity
The County of San Mateo Department of Public Works is seeking up to five General Construction Contractors for Job Order Contracts (JOC) covering projects numbered JOC 2601 through JOC 2605. The procurement is for comprehensive construction services that include providing all labor, materials, tools, equipment, and necessary resources for construction projects within the county's designated area, with potential work extending to any location under the county's jurisdiction. Contractors must possess a 'B' license and maintain a local office within 55 miles of Redwood City, with a minimum of five years of continuous experience on municipal projects. The solicitation requires contractors to bid six adjustment factors for different facility types and working hours using a Construction Task Catalog (CTC) with preset unit prices. A mandatory pre-bid conference is scheduled for November 5, 2025, at 10:00 am, with proposal submissions due on December 10, 2025, by 2:00 pm. The evaluation will primarily be based on the lowest Award Criteria Figure, with the apparent lowest, responsive, and responsible bidder selected for each contract. Contractors must submit a $25,000 bid bond and will be required to obtain performance and payment bonds.
The contract includes specific provisions for equal employment opportunity, with contractors required to comply with non-discrimination policies and submit detailed EEO programs. Contractors must demonstrate compliance with the county's Equal Benefits Ordinance, which mandates equal treatment of employees with spouses and domestic partners for contracts over $5,000. A 1% JOC System License Fee will be payable to The Gordian Group for using their proprietary system. The contract term is one year, with a maximum aggregate fiscal obligation of $6,000,000 per agreement. Performance and payment bonds may increase to 100% of the maximum contract value if job orders exceed $1,000,000. The county emphasizes recycling and debris diversion, requiring contractors to divert at least 50% of construction and demolition debris. While no specific set-aside designations are mentioned, the contract includes comprehensive provisions for equal employment opportunities and non-discrimination, with potential penalties for non-compliance including disqualification from future county contracts.
Opportunity text
The Department of Public Works (Department) is seeking General Construction Contractors for Job Order Contracts (JOC). The anticipated services are to be performed within a designated area of the County. However, if the need arises, the Owner reserves the right to require the Contractor to work at any location or facility under the jurisdiction of the Owner. The work to be done consists, in general, of providing all labor, materials, tools, appurtenances, and equipment required as well as any other items and details not mentioned but required by the Contract Documents and as directed by the Director of Public Works or the Director's designee.
The target start date and term for the proposed services are subject to negotiation of a final agreement, through the completion of the projects. The Department intends to bring under contract up to five (5) contractors to provide general construction services with an aggregate fiscal obligation not to exceed $6,000,000 for each agreement during a maximum individual term of one (1) year. Separate Job Orders-Notice to Proceed will be issued under each agreement, as warranted. The apparent lowest, responsive, and responsible bidder shall be selected for consideration for award of each JOC but will be excluded from consideration for each successive contract.
