About this file

This is a bid schedule document for the County of San Mateo Department of Public Works' Job Order Contract (JOC) for General Construction covering contracts JOC 2601 through JOC 2605. The County seeks to contract with up to five general construction contractors to provide comprehensive construction services, including all labor, materials, equipment, and resources necessary for projects within the County's jurisdiction. Bidders must possess a California 'B' license, maintain a local office within 55 miles of Redwood City, and demonstrate a minimum of five years of continuous experience on municipal projects. A mandatory pre-bid conference is scheduled for November 5, 2025, at 10:00 am, with proposal submissions due on December 10, 2025, by 2:00 pm. The contract term is one year with a maximum aggregate fiscal obligation of $6,000,000 per agreement.

Bidders must submit six adjustment factors based on facility type and working hours: General Facilities (Normal and Other Than Normal Working Hours), Detention Facilities (Normal and Other Than Normal Working Hours), and OSHPD Facilities (Normal and Other Than Normal Working Hours). All adjustment factors are multiplied against preset unit prices in the Construction Task Catalog to calculate the Award Criteria Figure. Bids are rejected as non-responsive if Other Than Normal Working Hours adjustment factors are less than Normal Working Hours factors, or if Detention Facilities and OSHPD Facilities adjustment factors are less than General Facilities factors. A $25,000 bid bond is required at submission, and performance and payment bonds may increase to 100% of maximum contract value if individual job orders exceed $1,000,000. A 1% JOC System License Fee is payable to The Gordian Group. The apparent lowest, responsive, and responsible bidder will be selected for each contract but excluded from consideration for successive contracts. Contractors must comply with equal employment opportunity provisions, the County's Equal Benefits Ordinance, and achieve at least 50% construction and demolition debris diversion.
