About this file
This is a Bid Bond document for the County of San Mateo Department of Public Works Job Order Contracts JOC 2601 through JOC 2605 for general construction services. The bond secures bids submitted by contractors seeking to provide comprehensive construction services, including all labor, materials, tools, equipment, and resources for projects throughout San Mateo County. Contractors must possess a California 'B' license and maintain a local office within 55 miles of Redwood City, with a minimum of five years of continuous experience on municipal projects. A mandatory pre-bid conference was held on November 5, 2025, at 10:00 am, with proposal submissions due on December 10, 2025, by 2:00 pm. The County intends to award contracts to up to five general contractors, with the apparent lowest, responsive, and responsible bidder selected for each individual JOC. The contract term is one year with a maximum aggregate fiscal obligation of $6,000,000 per agreement.
Each bidder is required to submit a $25,000 bid bond, which remains in effect until the selected contractor executes a formal contract agreement and obtains the required performance and payment bonds. The bond guarantees that if a bid is accepted, the principal will execute the contract and deliver the necessary performance and payment bonds in accordance with the bid specifications. Performance and payment bonds may be increased to 100% of the maximum contract value if individual job orders exceed $1,000,000. Contractors must comply with the County's Equal Employment Opportunity and Equal Benefits Ordinance requirements and demonstrate a commitment to recycling and debris diversion, with at least 50% of construction and demolition debris required to be diverted from landfills. A 1% JOC System License Fee is payable to The Gordian Group for access to their Construction Task Catalog system, which contains preset unit prices used for bidding adjustment factors across different facility types and working hours.
