About this opportunity

The Florida Department of Management Services, Division of State Purchasing, is soliciting proposals under RFP No. 26-76111500-RFP for a State Term Contract for janitorial services across all 67 Florida counties, with questions due October 30, 2026 at 2:00 p.m. ET and proposals due December 15, 2026 at 2:00 p.m. ET. Contractors must self-perform at least 70 percent of janitorial labor using directly employed W-2 personnel, with quarterly reporting to the Department.

The contract replaces the Custodial Services State Term Contract (76111500-21-STC). Scope includes general cleaning, restroom maintenance, floor and carpet cleaning, blinds and windows, pressure washing, fixture cleaning, and day and night porter services. Contractors must furnish all supplies and consumables, maintain a site management system, and meet OSHA General Industry Standards, bloodborne pathogen protocols, and safety data sheet requirements. Respondents must register with the Florida Department of State before contract execution and submit Attachments B, C, I, and N, plus the PUR 7801 Vendor Certification Form and the PUR 2024 labor coercion attestation. Attachment L, the Drug Free Workplace certification, is optional. The technical response is a single PDF with three prompts (Experience, Proposed Solution, Staffing), each limited to 10,000 characters.

The Department may award multiple statewide or regional contracts, with up to five awards per county, or make no award. Historical annual spend under the current contract is $14.7 million, provided for information only and not as a guaranteed or minimum spend. The initial term is five years, and the renewal term is up to five years by mutual written agreement. Pricing is submitted as ceiling rates across 34 space and flooring combinations, seven service types, and three labor categories (Day Porter, Night Porter, and Supervisor). Price increases are prohibited outside renewal pricing, and contractors pay a 1.0 percent MyFloridaMarketPlace transaction fee on state payments.

Evaluation totals 2,000 points: 1,100 technical (Experience 300, Proposed Solution 400, Staffing 400) and 900 cost (540 for the initial term, 360 for the renewal term). Evaluators score each technical section from 0 (Inadequate) to 4 (Superior). Award goes to the highest total combining the cost score with the average evaluator technical score.

A non-mandatory pre-proposal conference was scheduled for October 22, 2026 at 10:00 a.m. ET. Q&A posting is anticipated November 16, 2026. Public opening follows at 3:00 p.m. ET on December 15, 2026. Evaluation is anticipated January 11–25, 2027, with a Notice of Intent to Award anticipated February 9, 2027 and a contract start of February 24, 2027. Submissions go through the MyFloridaMarketPlace Sourcing Event in the SAP Business Network.
