This document is Attachment D, Technical Proposal Instructions and Evaluation Criteria for Janitorial Services RFP No. 26-76111500-RFP issued by the Florida Department of Management Services. The RFP seeks to establish a State Term Contract for janitorial services with the potential for multiple statewide awards. Respondents must submit technical proposals using Attachment N converted to PDF format, labeled as RespondentName_TechnicalProposal_AttachmentN, without hyperlinks, cover pages, cover letters, or tables of contents. The technical proposal is limited to three sections with strict character limits: Experience (10,000 characters maximum), Proposed Solutions (10,000 characters maximum), and Staffing (10,000 characters maximum). Respondents must demonstrate experience and capabilities for all janitorial services as detailed in Attachment A, Scope of Work, and must specify the counties in which they seek to provide services. The technical proposal evaluation is structured with a total of 1,100 available points distributed across three categories: Experience (300 points), Proposed Solution (400 points), and Staffing (400 points). The Experience section requires detailed narratives demonstrating years of operation, prime contractor experience providing janitorial services for commercial and governmental entities within the past five years, and details of at least three representative facilities serviced within the last five years, including facility types, square footage, operating schedules, and start/end dates. The Proposed Solution section (400 points) requires descriptions of the respondent's approach to contractor duties, safety requirements, service requirements, communicable disease prevention, daytime and nighttime services, hazardous supply handling, site management systems, quality control, security requirements, and disclosure of any regulatory violations or contract terminations within the past five years. The Staffing section (400 points) evaluates the respondent's ability to meet staffing requirements including porters, staffing levels, subcontractors, supervision, employee hiring and training, disciplinary policies, and capacity to provide additional services based on customer need. Evaluators will score each section on a scale from 0 (Inadequate) to 4 (Superior).
