About this file
This is a Scope of Work attachment for a Janitorial Services Request for Proposals issued by the Florida Department of Management Services to establish a statewide term contract for janitorial cleaning services across all 67 Florida counties. The Department intends to make multiple awards but reserves the right to award to one or more respondents, statewide or by region, or to make no award. The solicitation encompasses comprehensive janitorial services including general cleaning, restroom maintenance, floor and carpet cleaning, blinds and window cleaning, pressure washing, light fixture cleaning, and porter services (day and night shifts). Services will be provided on a cost-per-square-foot-per-day basis, per unit of measure, hourly rate, or per-building pricing model as negotiated with individual customers. Contractors must maintain adequate staffing levels approved by customers and provide services with frequencies sufficient to maintain cleanliness as specified in customer-specific scopes of work. The contract includes mandatory security requirements, background checks, employee identification protocols, and key management procedures. Contractors are required to self-perform at least 70 percent of janitorial labor using directly employed W-2 personnel, with quarterly reporting to the Department, and must maintain supervisory coverage during all work hours.
Pricing submitted on Attachment C represents ceiling rates that contractors must honor throughout the initial and renewal terms, with price decreases permitted at any time but price increases prohibited unless specified in renewal pricing. Contractors must comply with all federal, state, and local labor laws regarding hourly rates and provide the lowest rates meeting specifications. The Scope of Work mandates comprehensive safety compliance including OSHA General Industry Standards, hazard communication training, bloodborne pathogen protocols, personal protective equipment requirements, and safety data sheet maintenance and accessibility. Contractors bear sole financial responsibility for proper disposal of hazardous materials, waste characterization, and any environmental fines or damages resulting from noncompliance. Contractors must furnish all supplies and consumables, maintain a site management system documenting worker verification, safety data sheets, cleaning plans, and quality control inspections, and provide customers timely access at no additional cost. Financial consequences apply for late submission of quarterly sales reports ($250 per day late), MFMP transaction fee reports ($100 per day late), and self-performance reports ($100 per day late). Contract transition services at no additional cost are required upon contract termination or replacement.
