Every bidder must complete a VetHUB Subcontracting Plan regardless of certification status or subcontracting intent, and failure to do so results in disqualification.

Weekly scope covers approximately 6,000 square feet and includes vacuuming, sweeping, dusting, trash removal, bathroom cleaning and disinfection, window cleaning, light fixture maintenance, and kitchen area cleaning. Monthly scope adds interior window cleaning and light fixture maintenance. All work must occur outside laboratory hours of 7:30 a.m. to 5:00 p.m. Monday through Thursday and 7:30 a.m. to 4:30 p.m. Friday. TDA supplies paper towels, toilet tissue, hand soap, and trash liners. Contractors must submit a service log after each shift documenting site location, date, arrival and departure times, and completed tasks. Pricing must include labor, equipment, and supplies on the Cost Price Sheet (Exhibit C), which includes a CPI-based price adjustment formula.

TDA estimates the contract value may exceed $100,000. The contract runs through August 31, 2027, with three one-year renewal options exercisable at TDA's sole discretion through August 31, 2030. Vendor selection is estimated for December 7, 2026. Payment is due within thirty days of receipt of properly prepared invoices under the Texas Prompt Payment Act, and each invoice must include a Progress Assessment Report.

Bidders must provide one reference from work performed in the past two years and demonstrate financial responsibility and technical qualifications. Insurance requirements under Exhibit L include workers' compensation of $1,000,000 per accident, commercial general liability of $1,000,000 per occurrence and $2,000,000 aggregate, comprehensive automobile liability of $1,000,000 combined single limit, umbrella liability of at least $1,000,000, professional liability of not less than $1,000,000, and cyber/privacy liability of $1,000,000 per claim and aggregate, with TDA named as additional insured. Exhibit K requires TX-RAMP or NIST SP 800-53 security compliance, background checks for personnel with access to personally identifiable information, and an annual SOC 2 Type 2 report or Bridge Letter. Under the Key Contracting Persons Disclosure, TDA cannot contract with a vendor in which the Commissioner, Deputy Commissioner, Assistant Commissioners, General Counsel, Chief Financial Officer, Procurement Director, or their second-degree relatives hold at least a 1% financial interest. Respondents must also submit the DEI certification, and a respondent certifying noncompliance must withdraw its response. Electronic submissions go to bidroom@texasagriculture.gov.
