About this opportunity
Harris County Precinct 2 is soliciting competitive bids through an Invitation to Bid (ITB) for roadway improvements on Avenue G from Texas Avenue to Allen Genoa Road in South Houston, Texas (UPIN 240102MF3HS01), with bids due by February 16, 2026. The project involves converting approximately one mile of Avenue G from a two-way, two-lane asphalt road to a one-way, one-lane asphalt road, including construction of approximately 22,255 square yards of new asphalt pavement, approximately 2.5 miles of sidewalk installation with pedestrian lighting, drainage improvements, utility coordination and relocation, traffic control implementation, and site stabilization. Key deliverables include furnishing all labor, supervision, equipment, materials, and incidentals necessary to achieve project completion within 180 working consecutive calendar days, with contractors required to use BEYOND SOLAR solar-powered pedestrian bollards or engineer-approved equivalents for project lighting, maintain as-built drawings, and provide technical manuals and operation and maintenance documentation upon completion. Qualified contractors must demonstrate a minimum of eight years' experience with a designated Field Superintendent maintaining full-time site presence, provide evidence of workers' compensation insurance coverage, obtain performance and payment bonds equal to 100 percent of contract price from surety companies authorized in Texas, and comply with prevailing wage rates ranging from $16.63 to $31.46 per hour depending on classification, as well as Harris County's minimum wage requirement of $21.65 per hour, whichever is higher. A pre-bid conference is scheduled for February 3, 2026, at 9:00 a.m. CST via Microsoft Teams (encouraged but not mandatory), and written questions must be submitted through the Bonfire platform at https://harriscountytx.bonfirehub.com by the deadline specified in the Events Schedule, with all questions and answers released as public notice. The contract includes compliance requirements with Harris County 2023 Standard Specifications, Harris County Flood Control District 2020 Standard Specifications, TxDOT 2014 Standard Specifications, and City of Houston Standard Specifications as applicable, and contractors must self-certify payroll compliance with prevailing wage laws and submit certified weekly payroll records demonstrating wage compliance.
All bidders must submit a Minority- and Woman-Owned Business Enterprise (M/WBE) Utilization Plan demonstrating commitment to meet or exceed a designated M/WBE participation goal or document good faith efforts if unable to achieve the goal, with required Letters of Intent signed by both the prime contractor and all listed M/WBE subcontractors, copies of active M/WBE certifications from recognized agencies (City of Houston, SBA 8(a), Texas Unified Certification Program, National Minority Supplier Development Council, Houston Minority Supplier Development Council, Women's Business Enterprise National Council, or Women's Business Enterprise Alliance), and proof of Significant Local Presence for firms located outside Harris, Fort Bend, Montgomery, Brazoria, or Galveston Counties. Bidders must also comply with Harris County's Contractor Safety Record Policy requiring certification of no listing on OSHA's Severe Violator Enforcement Program within three years, no specified OSHA citations within three years, no criminal convictions related to workplace incidents within ten years, and achievement of OSHA 10 and OSHA 30 certifications for workers and managers performing manual work or work directly impacting workplace safety. Additional requirements include submission of Tax Residence Certification forms, Certificate of Interested Parties (Form 1295), bid bonds or cashier's checks equal to 5 percent of total bid value, compliance with heat protection safety requirements including provision of Heat Awareness Plans when temperatures reach or exceed 90 degrees, and compliance with Harris County's minimum insurance requirements including workers' compensation, commercial general liability, business automobile liability, and contractor's pollution liability with limits tiered to contract value. No incumbent vendors or current contractors are identified in the procurement documents; however, the contract price increases are limited to 25 percent of the original bid amount with decreases requiring contractor consent if 18 percent or greater. While no specific budget range or award value is disclosed in the available documents, the contract is valued significantly enough to require performance and payment bonds, full insurance coverage, and comprehensive prevailing wage compliance, indicating a substantial infrastructure project investment by Harris County Precinct 2.
