About this opportunity

The County of Sacramento has issued a Request for Proposal (RFP) for comprehensive IT Staffing services targeting multiple specialized technology groups, including Voice and Data Network Management, Project Management/Application Development, Enterprise Content Management, Database, Desktop and Server Support, Geographic Information Systems, SAP, Electronic Data Interchange, Lakehouse Data, Cloud Computing, Radio Systems Support, Information Security, and User Experience/User Interface. The solicitation seeks to establish a pool of contracted vendors capable of providing skilled IT professionals at journey, professional, and engineer/architect levels across various technical domains. The RFP was released on January 5, 2023, with a pre-bid meeting held on January 18, 2023, and proposal responses due by February 17, 2023, at 3:00 PM. The County anticipates awarding the contract on March 22, 2023, with an initial one-year term and potential for six additional one-year extensions subject to Board of Supervisors approval. Vendors must submit detailed candidate resumes from placements within the last two years, with individual staff rates to be negotiated at the time of placement, and the County reserves the right to re-bid or leave positions vacant.

The RFP allows for multiple vendors to be awarded contracts for each IT staffing group, providing flexibility for County departments to obtain specialized skills as needed. While no specific set-aside designations were mentioned, contractors will be subject to comprehensive background checks, security requirements, and must comply with the County's web accessibility and operational policies. Candidates will be evaluated based on their technical expertise, experience levels, and ability to meet the specific requirements of each IT staffing group. The solicitation covers jurisdictions including Sacramento County and San Francisco City, indicating a broad potential geographic scope for service delivery. Although specific budget ranges were not explicitly stated, the multi-vendor approach suggests a competitive and dynamic procurement strategy designed to ensure the County can access high-quality IT talent across various technological specializations. Vendors will need to demonstrate their capability to provide experienced professionals who can support the County's commitment to improving productivity and maximizing operational efficiency in its information technology infrastructure.
