The Orange County Transportation Authority (OCTA) is requesting bids on mail house services supporting a multilingual postcard campaign, with proposals due October 20, 2026 and a budget of $427,000 for a one-year term under IFB C260546.

A Disadvantaged Business Enterprise (DBE) goal applies to this contract under Title 49 CFR Part 26; the specific goal percentage is designated in the solicitation documents. Bidders must submit a DBE Participation Commitment Form at bid time and a DBE Letter of Acknowledgement and Commitment from each proposed DBE firm no later than 4:00 p.m. on the second business day after the bid due date. The scope encompasses acquisition of targeted mailing lists segmented by language and geography; design coordination and double-sided, full-color printing of postcards on 100-pound matte stock at 8.5 inches by 5.5 inches; mail preparation and sorting in accordance with USPS regulations; and comprehensive postage coordination and reporting. The contractor must maintain access to at least 75,000 Spanish-speaking households, 29,000 Vietnamese-speaking households, and 15,000 Korean- and Chinese-speaking households throughout Orange County. OCTA anticipates a minimum of six mailings during the contract year, ranging from approximately 65,000 to 100,000 pieces per mailing. The contractor must demonstrate experience with large-volume direct mail services including printing, targeted list acquisition, mail preparation, and USPS coordination; multilingual direct-mail campaign experience is preferred. Mailing-list hygiene, address validation, and detailed tracking and reporting following each campaign are required.

The contractor must obtain comprehensive general liability insurance with limits of $1 million per occurrence and $2 million general aggregate, automobile liability insurance with $1 million combined single limit, and workers' compensation insurance in accordance with California law. All carriers must be authorized in California and rated A- or better by A.M. Best. OCTA must be named as an additional insured.
