About this file

This document is Exhibit D of an Invitation for Bids (IFB 260546) issued by the Orange County Transportation Authority and establishes Level 1 Health, Safety, and Environmental (HSE) Specifications applicable to contractors performing work on Authority property. The specifications outline general health, safety, and environmental requirements that all contractors, subcontractors, suppliers, and employees must follow, including compliance with Authority HSEC requirements, project site requirements, and bus yard and rail safety rules. The document emphasizes that contractors are solely responsible for identifying hazards, implementing appropriate controls, and ensuring safe work practices throughout the contract duration. Violations of safety standards or non-compliance with Authority requirements may result in corrective actions ranging from suspension of work to removal from site or contract termination at the Authority's discretion.

The specifications require contractors to develop and maintain all regulatory programs required under federal, state, and local health, safety, and environmental regulations. Additionally, contractors must immediately notify the Authority's designated representative of any incidents, including property damage, recordable injuries or illnesses, environmental incidents such as spills or releases, and visits by outside regulatory agencies. Verbal notification must be followed by a written preliminary incident report submitted to the Authority's Project Manager within twenty-four hours. Serious injuries, Cal/OSHA recordable incidents, or significant near-miss events may require formal incident investigation and review as directed by the Authority.
