About this opportunity

The Office of Management and Enterprise Services (OMES) Central Purchasing division is requesting proposals for interior and exterior cleaning services covering windows, doors, skylights, and facade elements at Oklahoma state facilities, with proposals due June 17, 2026. The resulting contract may be designated as a statewide contract under 74 O.S. 85.5(G)(3) for use by other state agencies. An optional service-disabled veteran business enterprise (DVBE) certification pathway is available under 74 O.S. 85.44E.

OMES is procuring on behalf of OMES–Capital Assets Management (CAM) and the Office of Facilities Management (OFM). The scope encompasses twice-annual basic interior and exterior cleaning of all windows, doors, skylights, and facade elements at approximately twenty state buildings located primarily on or near Lincoln Boulevard in Oklahoma City, including the State Capitol Building, Agriculture Building, Attorney General Building, Judicial Building, and other administrative facilities. Work must be performed during normal business hours (8:00 a.m. to 5:00 p.m., Monday–Friday) unless otherwise authorized. Performance standards require streak-free glass finishes, removal of accumulated debris and paint specks, cleaned window frames and sills, and final inspection approval by the OFM Building Representative. Specialized work includes power washing limestone and windows on historic buildings using chemical and pressure management techniques to prevent damage to sensitive masonry. The contractor must furnish all equipment, tools, and supplies; maintain specialized high-altitude insurance; and provide a dedicated on-site supervisor. Pricing shall be all-inclusive for basic twice-annual cleaning, with partition cleaning billed at contracted hourly rates and specialized equipment rentals at invoice cost plus no more than 10 percent. All hourly rates must include overhead, profit, mileage, tools, and travel expenses.

The initial contract term runs from July 1, 2026, through June 30, 2027, with four optional one-year renewal periods. Evaluation uses best-value criteria based on price, technical response to the scope of work, ability to supply services, and business references. Bidders must submit pricing as a total firm fixed cost with detailed hourly breakdowns by staffing role and hourly rates.
