About this file

This is an Amendment of Solicitation (Amendment 1) issued by the Office of Management and Enterprise Services (OMES) Central Purchasing division on June 11, 2026, for solicitation event EV00000915 regarding interior and exterior cleaning services at Oklahoma state facilities. The amendment incorporates responses to bidder questions raised during the Q&A session. The original solicitation remains unchanged, and bidders must acknowledge receipt of this amendment prior to the bid deadline of June 17, 2026. The contract was previously bid through Construction and Property in 2022 and covers twice-annual cleaning of windows, doors, skylights, and facade elements at approximately twenty state buildings located primarily on or near Lincoln Boulevard in Oklahoma City. The initial contract term runs from July 1, 2026, through June 30, 2027, with four optional one-year renewal periods. Work must be performed during normal business hours (8:00 a.m. to 5:00 p.m., Monday-Friday) unless otherwise authorized. Site visits to individual buildings are permitted but bidders cannot tour all properties to avoid disrupting work in progress.

The amendment clarifies that OMES cannot provide the total contract award amount or identify the incumbent contractor without an open records request. The original contract was awarded in 2022, and information regarding final bid tabulations and award recipient is available only through the state's Public Request Portal. Pricing shall be submitted as a total firm fixed cost for the basic twice-annual cleaning service, with detailed hourly breakdowns by staffing role. Partition cleaning is billed at contracted hourly rates, and specialized equipment rentals are invoiced at cost plus no more than 10 percent. All hourly rates must include overhead, profit, mileage, tools, and travel expenses. An optional service-disabled veteran business enterprise (DVBE) certification pathway is available under 74 O.S. 85.44E. The resulting contract may be designated as a statewide contract for use by other state agencies under 74 O.S. 85.5(G)(3).
