About this file

This is a Scope of Work document for the Office of Facilities Management (OFM) in Oklahoma, establishing mandatory requirements and performance standards for interior and exterior cleaning services, specifically window, glass, and facade cleaning for state buildings including historic structures. The contract requires bidders to demonstrate qualifications and experience with historic building cleaning, submit safety training logs and OSHA/PEOSH compliance documentation, and provide evidence of technical expertise with approved cleaning agents and materials. Bidders must clearly describe their methods for meeting all requirements outlined in the Scope of Work. The cleaning services encompass twice-annual basic interior and exterior cleaning of all windows, doors, skylights, and facade elements, with all work scheduled during normal business hours (8:00 a.m. to 5:00 p.m., Monday-Friday) unless otherwise authorized. Performance standards require streak-free glass finishes, removal of accumulated debris and paint specks, cleaned window frames and sills, and final inspection approval by the OFM Building Representative. Specialized work includes power washing limestone and windows on historic buildings using specific chemical and pressure management techniques to prevent damage to sensitive masonry.

The contractor must furnish all equipment, tools, and supplies at no additional cost to OFM and is responsible for maintaining specialized high-altitude insurance and managing liability for property damage. Pricing shall be all-inclusive for basic twice-annual cleaning per the contracted rate, with partition cleaning billed at the contracted hourly rate and specialized equipment rentals billed at the contractor's invoice rate plus no more than 10 percent. All hourly rates must include overhead, profit, mileage, tools, and travel expenses. The contractor is required to provide sufficient qualified personnel and a dedicated on-site supervisor for daily coordination and inspection, maintain worksite safety with appropriate signage, secure work areas, keep adjacent areas free of debris, remove all waste daily from state property, and use only non-injurious cleaning agents approved by Building Administration. Optional supporting documentation may include staffing plans and labor capacity details to demonstrate continuous coverage capability.
