About this opportunity
The City of Stonecrest, located in DeKalb County, Georgia, is seeking qualified contractors to install Rectangular Rapid Flashing Beacons (RRFBs) and Yellow Flashing Traffic Beacons at six specific locations, including Lithonia High School, Miller Grove High School, Salem Middle School, Fannin Drive and Salem Road intersection, Stonerock Elementary School, and Turner Hill Road near Rockland Road. The procurement is a fixed, one-time project requiring comprehensive installation services, including furnishing all labor, materials, equipment, personnel, tools, supervision, transportation, and machinery necessary to complete the work. Bidders must possess a General Contractors License, Certified General Electrician License, and be registered to do business in Georgia. The technical specifications mandate solar-powered beacons compliant with the 2023 Manual on Uniform Traffic Control Devices (MUTCD), with specific requirements for LED luminosity, wireless communication, and ADA-compliant pedestrian pushbuttons. The solicitation (ITB-0011-25) was issued on September 12, 2025, with electronic bids due on November 3, 2025, by 3:00 PM through Bidnet. Evaluation will focus on the lowest priced, most responsive, and responsible total bid, with a contract duration of 90 days from the purchase order and notice to proceed.
The solicitation emphasizes opportunities for Disadvantaged Business Enterprises (DBE), aligning with the City of Stonecrest's procurement policy that encourages preferences for Georgia-manufactured products and diverse vendor participation. Insurance requirements are substantial, including $1,000,000 Commercial General Liability, Professional Liability, Business Automobile Liability, Workers' Compensation, and Contractors Pollution Liability. Bidders must submit a bid bond and demonstrate bondability for performance and payment bonds, with 10% of payment to be retained until contract requirements are fully met. While no specific incumbent vendors are mentioned, the project requires integration with existing school zone and intersection infrastructure. The technical specifications are highly detailed, covering solar panel placement, pole specifications, foundation requirements, and electrical components, with strict adherence to SAE luminous intensity standards. Although the exact project budget is not explicitly stated, the comprehensive technical requirements and multi-location scope suggest a significant municipal investment in pedestrian safety infrastructure.
