The City of Austin is requesting bids on annual and as-needed inspections, testing, and certifications of aerial devices and ground ladders under IFB 7800 MAS1013, with bids due October 22, 2026, at 2:00 p.m. CT. A non-mandatory pre-offer meeting is scheduled for October 5, 2026, at 10:00 a.m. CT via Microsoft Teams, and written questions are due October 12, 2026, at 2:00 p.m. CT. Local-business preference discounts of up to 5 percent apply for bids under $500,000 and 3 percent for bids between $500,000 and $50 million; small-business preference discounts of 2 percent or 1 percent apply where certified small business subcontractors represent at least 5 percent of total bid value. No MBE-WBE participation goals apply.
The scope covers inspection and testing of approximately 118 aerial devices (scissor lifts, boom lifts, bucket trucks, aerial ladder trucks, forklifts, and other lifting equipment) and approximately 7,200 linear feet of ground ladders across five service centers. Work is performed at City fleet service centers in Austin. All services must comply with ASME, ASNT, and OSHA standards, including NFPA Standard 1931 for ground ladder testing. Contractors must have a minimum of five years' experience in aerial and ground ladder inspection and testing and maintain current certification. At least one certified NDT Level II technician is required, with copies of SNT-TC-1A, ASME, ASNT, and OSHA training certificates and licenses submitted at bid.
Pricing is unit-based across three categories: non-fire aerial apparatus and ground ladders (initial testing and re-inspection); fire department aerial apparatus and ground ladders (initial testing and re-inspection); and expedited services. All pricing must be all-inclusive with no separate charges for administrative fees, overhead, travel, transportation, fuel surcharges, mileage, or stop fees. Estimated annual quantities include 20 mobile and locomotive cranes, 15 vehicle-mounted elevating devices, 15 mobile boom-supported work platforms, and 5 digger derricks; 20 fire apparatus inspections and 6,300 linear feet of ground ladder testing; and approximately 100 expedited requests. Actual orders are as-needed and not guaranteed.
The contract is fixed-price with unit pricing, subject to economic price adjustments after the first twelve months based on the Consumer Price Index for Services. Bid validity is 150 calendar days from due date. All bids are subject to the City's Living Wage Program with a minimum hourly rate of $22.15 for all assigned employees and subcontractors, and Wage Theft Ordinance compliance. Contractors must carry comprehensive insurance including Workers' Compensation (Texas statutory), Commercial General Liability ($500,000 per occurrence), Business Automobile Liability ($500,000), and Professional Liability ($1,000,000 per occurrence). Bidders must submit three verifiable references of past performance within the last five years. Maggie Stenz is the Procurement Specialist; contact 512-974-3020 or Margaret.Stenz@austintexas.gov.
