About this file
This is a Solicitation Addendum No. 2 issued by the City of Austin Financial Services – Central Procurement for IFB 7800 MAS1013, concerning the inspection and testing of aerial devices and ground ladders. The addendum clarifies that Addendum 1 was uploaded in error and should be disregarded, while Addendum 2 and any subsequent addenda must be signed and submitted with offers. A non-mandatory pre-offer meeting was held on October 5, 2026, at 10:00 a.m. CT via Microsoft Teams with the Procurement Specialist Maggie Stenz; however, no offerors attended and the meeting was adjourned at 10:15 a.m. The solicitation requires bids for annual and as-needed inspection and testing services of approximately 118 aerial devices (including scissor lifts, boom lifts, bucket trucks, aerial ladder trucks, and digger derricks) and approximately 7,200 linear feet of ground ladders across five City fleet service centers in Austin. Bids are due October 22, 2026, at 2:00 p.m. CT, with written questions having been due October 12, 2026.
The addendum addresses three critical questions regarding required testing services for non-fire aerial devices, including ultrasonic inspection, acoustic emission testing, dye penetrant inspection, magnetic particle inspection, and welding inspection as specified in Scope of Work Section 1.8. Contractors must bid pricing that includes all required tests for each piece of equipment on a single line item; bidders unable to provide the complete range of services for a particular category should bid only on the lines for which they can supply all required services. The City reserves the right to award to a single vendor providing all services or to multiple vendors based on individual line items, cost, or other criteria deemed most advantageous. Bidders must demonstrate a minimum of five years' experience in aerial and ground ladder inspection and testing, maintain current certifications, and employ at least one certified NDT Level II technician with current SNT-TC-1A, ASME, ASNT, and OSHA training certificates. All pricing must be all-inclusive with no separate charges for administrative fees, overhead, travel, transportation, or other ancillary costs. The contract is fixed-price with unit pricing subject to economic price adjustments after the first twelve months based on the Consumer Price Index for Services, with a 150-calendar-day bid validity period. Local business preference discounts apply (up to 5 percent for bids under $500,000 and 3 percent for bids between $500,000 and $50 million), and small business preference discounts of 2 percent or 1 percent apply where certified small business subcontractors represent at least 5 percent of total bid value. Contractors must comply with the City's Living Wage Program (minimum $22.15 hourly rate) and Wage Theft Ordinance, and carry comprehensive insurance including Workers' Compensation, Commercial General Liability ($500,000 per occurrence), Business Automobile Liability ($500,000), and Professional Liability ($1,000,000 per occurrence).

SOLICITATION ADDENDUM
AUSTIN FINANCIAL SERVICES – CENTRAL PROCUREMENT
Solicitation: IFB 7800 MAS1013 Addendum No: 2 Date: October 14, 2026
This addendum is to incorporate the following changes to the above-referenced solicitation:
1.0 Clarifications: Please disregard Addendum 1, which is for a different solicitation number and was uploaded to this solicitation in error. Please ensure that Addendum 2 and any subsequent addenda are signed and submitted with your offer.
2.0 Questions
Q1 Question: For the non-fire aerial devices, specifically bucket trucks and digger derricks, are the following tests/inspections required as part of the scope of work for each applicable unit?
• Ultrasonic Inspection
• Acoustic Emission (AE) Testing
• Dye Penetrant Inspection
• Magnetic Particle Inspection
• Welding Inspection
Q1 Answer: Yes, these tests are required for all non-fire aerial devices. The Scope of Work section 1.8 lists all the tests that are required, and these are included in that list.
Q2 Question: Our company currently does not provide the testing/inspection services listed above. Our bid pricing for bucket trucks and digger derricks would include dielectric testing and visual/operational inspections only. Would we be permitted to submit pricing for only the dielectric testing and visual/operational inspection portions of these units, or would a bid that does not include the testing services listed above be considered non-responsive?
Q2 Answer: The price sheet asks for one price to inspect/test each piece of equipment. That price should include all the tests required for that specific piece of equipment. Your company should bid on that line only if your company can provide all the required tests.
Q3 Question: Do I need to bid on all the lines on the price sheet for my bid to be responsive?
Q3 Answer: No, you do not need to bid on all the lines for your bid to be responsive. You may bid on the lines for which your company can supply that service. For example, if you can provide testing for fire equipment but not non-fire equipment, you can bid on Categories 2 and 3 only. If you can provide testing for non-fire but not fire, you can bid on Categories 1 and 3 only. The City's preference is to award to one vendor that can provide all the services listed, but the City reserves the right to award to multiple vendors based on individual or categories of specific line items, cost, or other criteria or combination deemed most advantageous to the City.
3.0 Pre-Offer Meeting: The Pre-Offer Meeting was held on October 5, 2026, at 10:00 AM. The attendance sheet is attached.
4.0 ALL OTHER TERMS AND CONDITIONS REMAIN THE SAME.
