About this file

This is a Living Wage Program submittal document for the City of Austin, Texas, establishing wage requirements for the Inspection and Testing of Aerial Devices and Ground Ladders contract (IFB 7800 MAS1013). The document outlines the City's mandatory living wage standards applicable to all contractor employees and subcontractors at every tier who are directly assigned to the contract. The City requires a minimum wage rate of $22.15 per hour for all covered personnel, unless published wage rates are specified elsewhere in the solicitation. Contractors must submit a comprehensive certification with their offer listing all employees and subcontractor personnel assigned to the contract, including names and job titles, with this list subject to updates throughout the contract term as needed.

Contractors are required to provide individual employee certifications within 30 days of contract execution and annually thereafter on the contract anniversary date to verify ongoing compliance with the living wage requirement. The City reserves the right to request certifications at any time and may review employee records to ensure compliance. Contractors must maintain employment and wage records as required by the Fair Labor Standards Act. Violations of the living wage provision, including willful or repeated breaches or fraudulent statements on certifications, may result in contract termination for cause, suspension or debarment of the violating firm, or legal action. Additionally, contractors are prohibited from retaliating against employees who report non-compliance, and violating contractors must compensate affected employees for wage deficiencies for each day the violation continues.
