About this file
This is a Solicitation Addendum issued by Austin Financial Services - Central Procurement for the City of Austin related to IFB 7800 MAS1011, a propane delivery contract. The addendum, dated October 6, 2026, incorporates revisions to the original solicitation and provides clarifications on key contract requirements. The solicitation pertains to propane cylinder refill services, with the contractor responsible for refilling cylinders at designated City sites. The City owns all cylinders (20lb and 33lb sizes), cages, and tank monitoring equipment; however, the contractor must provide a scale. The City estimates approximately 2,500 refills will be needed annually across four or five sites. A pre-offer meeting was held on October 1, 2026, at 10:00 AM via Microsoft Teams, with attendance from propane suppliers including Ferrellgas, Pico Propane and Fuels, Absolute Propane, and internal City departments. Bidders must submit offers using the revised Price Sheet labeled V2 10/6/2026 and acknowledge receipt of this addendum prior to the solicitation closing date.
Regarding pricing and terms, contractors must bid their differential (surcharge) per gallon, which will be added to the index price as described in the Scope of Work Section 1.10 to calculate the total invoice amount to the City. The price sheet calculations have been corrected in the revised version to ensure proper summation of all cost categories. Offerors may list additional products or services (such as additional cages or other items) in Categories 3 and 4 of the price sheet for potential future City purchases. All other terms and conditions of the original solicitation remain unchanged. Maggie Stenz serves as the Procurement Specialist point of contact for the City.

SOLICITATION ADDENDUM
AUSTIN FINANCIAL SERVICES – CENTRAL PROCUREMENT
Solicitation: IFB 7800 MAS1011 Addendum No: 1 Date: October 6, 2026
This addendum is to incorporate the following changes to the above-referenced solicitation:
1.0 Clarifications: The price sheet published with the solicitation has been deleted and replaced with a revised Price Sheet. Please ensure that all bids are submitted on the Price Sheet labeled V2 10/6/2026.
2.0 Questions
1Q: Are the portable cylinders filled on a specific site, or is the Contractor responsible for filling at their site?
1A: The Contractor shall refill cylinders at designated City sites.
2Q: When bidding the price per gallon amount, is that the cost plus amount or price per gallon total?
2A: The bid that the Contractor should provide in the price sheet is the Contractor's differential. The price the Contractor will invoice the City is the index price (as described in the Scope of Work section 1.10) plus the Contractor's differential.
3Q: Are tank monitors the Contractor’s responsibility?
3A: No, tank monitors are not the Contractor’s responsibility. The City will monitor tanks with City-owned devices.
4Q: Does the City own any 20lb and 33lb cylinders that will be used for this contract?
4A: Yes, the City owns the cylinders that will be used for this contract.
5Q: How many cylinders are needed on each site per size of 20lb and 33lb?
5A: A breakdown of the number and size of cylinders on each site is currently not available. However, we have estimated that 2500 refills will be needed annually over four or five sites.
6Q: Does the City own cages, or will the Contractor need to provide this? If the Contractor, how many will be needed?
6A: The City owns cages, and the Contractor will not need to provide this. However, Offerors may list additional products or services they have available for sale in Categories 3 and 4 of the price sheet, in case the City wishes to purchase additional cages or other products or services in the future.
7Q: Does the City have a scale, or will the Contractor need to provide this?
7A: The Contractor will need to provide the scale.
8Q: Is the calculation in category 1 correct on the price sheet? Should the calculation per gallon be the sum of the sample benchmark index price (E8) PLUS the Contractor's Surcharge (G8) X the estimated annual quantity (F8)?
8A: The price the City will be billed by the Contractor is equal to (Index Price/gallon + Contractor’s surcharge/gallon) x # of gallons provided. Please make sure to download the revised price sheet and ensure that your bid is submitted on Price Sheet labeled V2 10/6/2026.
9Q: The subtotal for Category 1 on the Price Sheet is only adding lines 10 and 11, but not 8 and 9.
