About this opportunity
The Colorado Department of Public Safety, Colorado State Patrol, issued Request for Proposal RBAA 2019-0099 on February 12, 2019, seeking a comprehensive Digital Video Evidence System (DVES) replacement and enhancement for use across the State of Colorado and specifically serving Broomfield County and Denver City jurisdictions. The procurement requires vendors to supply and install up to 170 complete in-car digital evidence recording systems annually over approximately five years, with each system including a minimum of two in-vehicle cameras (one forward-facing and one cage-mounted, or one 360-degree camera), remote and in-vehicle microphones, cloud or equivalent long-term central storage accessible only to authorized users, and the capability to integrate body cameras and additional exterior cameras in future phases. The solution must support approximately 500 Colorado State Patrol vehicles across 40 statewide office locations, operate effectively in dispersed environments with varying connectivity conditions utilizing primary WiFi offload and secondary cellular connectivity (Verizon and AT&T), maintain video recording at 1080p resolution where supported with retention periods ranging from 90 to 190 days for non-evidentiary videos and up to 10 years for archived evidentiary content, operate in temperature ranges of -35 degrees Celsius to +65 degrees Celsius, and maintain 99 percent operational availability on a 24/7 basis. Deliverables include in-car hardware and software, office location infrastructure across all 40 locations, system configuration and customization, licensing, on-site training, and 24/7/365 phone and email support for a five-year period from Fiscal Year 2020 through Fiscal Year 2024 (July 1, 2019 through June 30, 2024). Required qualifications include a minimum of five years of experience managing and performing similar projects, current customer references preferably from comparable state patrol agencies within the last five years, and demonstrated compliance with Colorado Information Security Policies, OIT Technology Standards, Section 508 of the U.S. Rehabilitation Act of 1973, WCAG 2.1 accessibility guidelines, FISMA, CJIS requirements, and industry standards including CISecurity.org, FBI CJIS Policy, and NIST frameworks. Evaluation criteria include Tasks/Deliverables/Timeline, Qualifications and Experience of the Firm, Understanding of the Statement of Work, Flexibility of Design, Quality of Material, Project Management Plan, System Testing and Acceptance Requirements, User Maintenance Requirements, Warranty, Ease of Replacement Parts, References, and Cost Proposal. Sealed proposals were due February 15, 2019, at 1:00 p.m. Mountain Time at CDPS, 4th Floor Procurement, 700 Kipling Street, Denver, Colorado 80215, with public opening scheduled for February 15, 2019, at 1:15 p.m. Vendors were required to deliver one complete test system to the CDPS Fleet Facility in Golden, Colorado by March 15, 2019, for a testing period of approximately 45 to 60 days beginning the week of March 18-20, 2019, with Notice of Intent to Award estimated for May 17, 2019, and final award anticipated June 4, 2019.
A five percent preference is available for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) certified through the U.S. Department of Veterans Affairs, provided they meet minimum specifications. The procurement does not identify any incumbent vendors or current system providers that require integration, although the Colorado State Patrol currently operates approximately 500 vehicles equipped with L3 in-car evidence systems purchased in 2012/2013, suggesting the new system should align with or replace this existing infrastructure. The State currently utilizes Verizon and AT&T cellular services with unlimited data plans, PEPWAVE modems in vehicles, Motorola PremierOne CAD system, and Niche RMS, which the successful vendor must integrate with or support. All work and maintenance shall be performed within the United States with vendor-provided transportation and lodging for management meetings and hands-on system support at the Golden facility, and employees of the contractor and subcontractors are subject to background checks at the vendor's expense. Cost proposals must remain valid for 180 days and are structured with vehicle equipment invoiced upon delivery to the CDPS Fleet office and office location payments billed monthly for each completed installation, with annual maintenance, support, hosting, and licensing fees invoiced yearly; the procurement documents do not specify explicit budget ranges or maximum award values, requiring vendors to submit firm-fixed fee pricing in their proposals. The contract period of performance is anticipated to begin upon execution and continue through June 30, 2024, with the State retaining the discretionary option to extend the contract for successive periods of one year or less under the same rates and terms, provided the total duration does not exceed five years from the effective date without Chief Procurement Officer approval.
