About this file
This document is a questions and responses file for a Digital Video Evidence System (DVES) solicitation issued by the Colorado Department of Public Safety (CDPS). The RFP seeks a comprehensive in-vehicle recording solution for the Colorado State Patrol, requiring at minimum two in-vehicle cameras (one forward-facing and one cage-mounted, or one 360-degree camera), remote and in-vehicle microphones, and the ability to integrate body cameras and exterior cameras in future phases. The state currently operates approximately 500 vehicles equipped with L3 in-car evidence systems purchased in 2012/2013. The project includes infrastructure deployment across 40 office locations statewide, with all office infrastructure to be completed by January 2, 2020. The RFP closing date was February 15, 2019, at 1:00 p.m. MT, with bid opening at the CDPS building located at 700 Kipling Street in Denver, Colorado. Successful vendors were to deliver one complete system to the CDPS Fleet Facility in Golden, Colorado by March 15, 2019, for a testing period of approximately 45-60 days beginning the week of March 18-20, 2019. The contract term runs through 2024, with systems purchased annually depending on Joint Budget Committee approvals for vehicle replacements, estimated at up to 170 units per year.
The state seeks a cloud-based solution with the capability to operate in locations not immediately networked, utilizing primary WiFi offload and secondary cellular connectivity. Video recording requirements include 1080p resolution where supported, with retention periods ranging from 90 to 190 days for non-evidentiary videos and up to 10 years for archived evidentiary content. The solution must operate in temperature ranges of -35 degrees Celsius to +65 degrees Celsius and maintain 99.XX percent operational availability on a 24/7 basis. The state currently utilizes Verizon and AT&T cellular services with unlimited data plans (with potential speed reduction on some Verizon lines), PEPWAVE modems in vehicles, Motorola PremierOne CAD system, and Niche RMS. The vendor is responsible for providing wireless access point installation and training on equipment and initial installations; CDPS staff will handle in-vehicle hardware installation for non-test systems. The state will not purchase cellular modems, routers, or financing options from the vendor, and all CSP data must reside within the United States with vendor support personnel located domestically and subject to background checks.

Digital Video Evidence System(DVES) Questions & Responses
CDPS to Respond by: February 1, 2019
Q1. At a minimum, any proposed solution will include (2) two in-vehicle cameras – (1) forward facing and
(1) cage mounted, (or one 360 degree camera), a remote microphone for the trooper, as in-vehicle microphone, with the ability to add additional cameras (exterior and body cameras) at a later date…. Explain how your solution is scalable to integrate body cameras during a later phase..”
A1. In the future CDPS may purchase exterior and/or body cameras that will intergrate with the DVES equipment being proposed through this solicitation.
Q2. If the vendor that is awarded this RFP will supply body cameras through a later contract amendment, or if they still intend to release a separate solicitation for body cameras. If so, when? Any information that you can provide is greatly appreciated.
A2. Ultimately, we want a current solution that would be able to add a body worn camera with a contract modification or amendment. We are not wanting to find a new source for this path, should we make the decision to expand.
Q3. Can the State please provide additional detail regarding the Testing Period (i.e. number of location, number of systems, concurrent/consecutive between vendors, etc.)?
A3. For those Vendor(s) chosen, one (1) Complete System must be delivered to CDPS Fleet Facility no later than March 15, 2019 by 3:00p.m. MT. Estimated time for Testing Period to start shall be the week of March 18 – 20, 2019. Upon acceptance of the system at the Fleet Facility, vendor(s) will be scheduled for installation as early as March 18, 2019. Chosen vendor(s) will be notified via email, after proposal sub-mission and evaluation committee’s decision. Systems being tested will run concurrent between vendors.
Refer to page 3 of the RFP.
Testing Period shall run approximately 45-60 days. Testing will include both in-car and location infrastructure, equipment, software, web-based interface and final evidence product. Refer to Exhibit A, Statement of Work, page 1
Q4. In order to properly calculate required storage space and accessories,

b. On average, how many hours of recorded video per Trooper per shift?
Answer: Max could be 12 hours, High would be 9 hours, Average would about 5-6 hours per day.
c. How many shifts per day?
Answer: Area Dependent - some areas are 2 shifts per day per vehicle / others are 1 shift per day per Vehicle.
d. How long is each shift?
Answer: Area Dependent - shifts can be 8, 10 or 12 hours.
e. How much time between shifts?
Answer: Area Dependent – shifts can be 8, 10 or 12 hours.
f. Are service vehicles assigned or shared?
Answer: Both
g. Will Troopers return to their respective station at the end of each shift?
Answer: Area Dependent - Some troopers will be at the office every day. Others may be as far apart as once a week.
h. How many Troopers will be simultaneously uploading video at any given time? At each location?
Answer: Ranging anywhere be 2 to 20 depending on the area, activities and various day. ex. training days will have an entire team and all of their vehicles at the office for an extended period of time.
i. What is the minimum length of retention?
Answer: This depends upon the categorization of the video. Currently, our minimum is 90 days.
j. What is the maximum length of retention?
Answer: This depends upon the categorization of the video. Currently, our maximum is 190 days.
k. Approximately what percentage of videos are extended beyond the minimum retention?
Answer: Minimum retention and maximum retention videos are not backed up, therefore, they are never extended. Other videos are backed up, and a back-up copy is used approximately 100 times each week to extend the retention of the video(s) on the server.
Q5. Item Arc-14, “Describe the environment for the deployment of servers and other equipment to local troop offices if needed.” Can the State please provide more information regarding the expected network configuration/environment? Will these offices be connected to the Cloud, or will they be separate?
A5. CSP is looking for a Cloud based Solution.
Q6. Item Arc-15, “Describe the long-term storage solution of data, including local and cloud capabilities.” Can the State please provide more detail regarding the desired/preferred architecture? Does the State envision some offices using local and some using cloud for long-term storage, or will a blanket solution be deployed at all locations?
A6. CSP would like to explore a cloud based solution. Some locations may not be capable of being networked immediately and would like to understand a potential solution for those areas until networking is available.
Q7. Item Fct-10, “Describe how the picture-in-picture playback functions.” Can the State please provide more information regarding this feature and an example usage case?
A7. If your solution/system offers picture-in-picture, showing the front facing and cage camera at the same time / front facing and body worn camera at the same time / body worn camera and cage camera at the same time ~ we would like a synopsis of how to activate the feature while in system and while a copy is played for a jury.
Q8. Item Fct-21, “Minimum acceptable operating range shall be -13 to +65 C or -31 to +149 F.”
a. -13⁰C converts to +8.6⁰F. Can the State please clarify the minimum required low operation temperature?
Answer: Conversion should be -35 degrees C to + 65 degrees C.
b. The industry standard testing is MIL-STD 810G, which falls within the range of -4⁰F to +122⁰F. The record high temperature for Colorado was 118⁰F. Would the State please consider adjusting the high operation temperature requirement to +50⁰C or +122⁰F?

Q102. What is the desired recording resolution (480, 720, or 1080)?
A102. 1080p if supported in vendor’s solution.
Q103. Available internet upload bandwidth - Please provide the exact amount of internet bandwidth that will be dedicated to video upload.
A103. It depends on the network connection because we have 3 wireless networks: (1) L3 DVES using Proxim access points, (2) the limited CDPS Wi-Fi using Cisco access points and (3) commercial 3G/4G (where available). Each site’s CDPS connection varies. See the following for details, including the table which provides granularity:
ADMIN LAN
All CSP offices have an administrative gigabit local-area network (LAN.) Each administrative LAN has a limited CDPS Wi-Fi access point in conference rooms. Most APs do not reach the parking lots.
These APs range from old Cisco 1140 to 3700s. All administrative routers, switches, and APs are Cisco. These LANs are connected to the CDPS network using a variety of wide-area network (WAN) connections.
CDPS WAN
The State of Colorado CenturyLink WAN offers either an MPLS or Metro Ethernet connection. It is a hub-and-spoke design to 690 Kipling St. These connections range from using two bundled MPLS T- 1s for 3 Mbps up to 200 Mbps Metro Ethernet. There are five MPLS sites with T-1s and three additional MPLS T-1 sites pending installation. There are 30 Metro Ethernet sites ranging from 20 – 200 Mbps. Most of the 20-Mbps sites are being upgraded to 50 Mbps over the next year. There is also a new 50-Mbps site pending installation.
DVES wireless LAN The L-3 DVES wireless LAN operates a proprietary connection using Proxim access points between the patrol vehicles in the parking lot and the local office DVES server. The DVES server has a gigabit connection to the admin LAN in order to connect to CDPS Kipling via the above State of Colorado network.
Q104. How long will a vehicle be parked, allowing it to upload video content?
A104. Dependent on location and incidents each day.
Q105. WiFi Overhead - How many other applications will be using the WiFI access points?
A105. None, the AP will be dedicated to vehicle data uploads.
Q106. Network Protocol Overhead - Please list the percentage of network chatter expected from QoS or other management / security protocols.
A106. Assuming this is a dedicated DVES next-generation solution, overhead is dependent on the off-load destination and transport determined by the vendor design. If the solution requires CDPS Wi-Fi / CDPS WAN transport, then discussion should follow with the OIT at CDPS Network Team.
Q107. How many WiFi access point do you have today?
A107. Each office has a different amount dependent on the number of cars assigned to that office.
a. What are the technical specs of those access points? (i.e. Ghz, Model number, Brand etc.)
Answer: It is IT’s understanding that the current L3 DVES proprietary system is not part of the next-generation solution. CDPS Wi-Fi APs range from old Cisco 1140 to 3700s and are typically only in conference rooms.
b. What is the throughput of your access points?
Answer: It varies.
Q108. Locations/addresses desired that Wi-Fi is installed. Please confirm these locations can be googled to determine physical environment.
A108. See answer to Q103 for a table.
Q109. Have wireless/Wi-Fi surveys been performed? If yes, could the associated wireless surveys be shared?
A109. L3 performed wireless surveys for their proprietary system. No other surveys have been performed.
Q110. Which side of the location/address are the vehicles parked?
A110. Multiple locations, cannot accurately answer this question.
Q111. Can the City identify ideal locations for Wi-Fi signal to be reachable?
A111. This is for a state agency. There are 40 locations across the state. Our ideal locations will be our 40 office locations.
Q112. What is the average parking distance?
A112. 300 feet
Q113. What is the maximum parking distance?
A113. 500-600 feet
Q114. How far should the signal transmit?
A114. Estimated at 800 feet
Q115. What radio frequency do they intend on using?
A115. IT’s understanding is that this is dependent on the offload destination and transport determined by the vendor design. This solution will be new with new AP’s and new antenna’s
Q116. Are the access points managed by a controller?
A116. IT’s understanding is that this is dependent on the solution determined by the vendor design. This solution will be new with new AP’s and new antenna’s
Q117. What is the expected maximum amount of vehicles uploading per location?
A117. Estimated at 20, dependent on location and number of trooper assigned.
Q118. Can the City confirm assumed amount of video captured per vehicle per day?
A118. No, the amount varies from none to multiple gb depending on the location and incident.
Q119. What is the current wireless strategy?
a. e.g. 3G, 4G, Firstnet Answer: 3G and 4G
b. Are there routers in each vehicle?
Answer: PEPWAVE Modem
c. Are there wireless hotspots in each vehicle?
Answer: No
d. Are there 4G wireless hotspots embedded into MDC/MDTs or tablets?
Answer: No
Q120. Is there an existing policy regarding split tunneling?
A120. Split tunneling is prohibited by the Colorado Information Security Office.
Q121. Vendor respectfully requesting a two-week extension to the closing date of this RFP. The team has a very compelling solution, but due to the detailed questions and response required, they are challenged to deliver the comprehensive response.
A121. Sorry, an extension will not be able to be provided. CSP is on a strict deadline.
Q122. Whether companies from Outside USA can apply for this? (like, from India or Canada) A122. All CSP data must reside in the US. If any elements of the solution are hosted on the Colorado Department of Public Safety network, only vendor representatives inside the USA can log on and support those elements. In that scenario, a background check will be required of the vendor representatives.
Q123. Whether we need to come over there for meetings?
A123. YES - Management meetings, performance of all associated work including maintenance and support shall be within the United States. Refer to Exhibit A - Statement of Work, Maintenance, page 24.
Training on the equipment and in-car hardware installation for the first installation need to be completed at the Colorado State Patrol Fleet Facility in Golden Colorado. Exhibit A - Statement of Work, #4 page 2 - The Contractor shall provide the CSP Evidence Personnel with the holistic training on the installation of any hardware needed at on-site locations throughout the state, as well as software configurations for the security, retrieval, forwarding as well as interface operations of the cloud solution.
