About this opportunity

Hillsborough County Public Schools (HCPS) is seeking additional qualified contractors for a supplemental HVAC Service, Repair, Installation, and Maintenance contract through Request for Proposal #0544AFAC-RFP-MOC. The solicitation covers comprehensive HVAC services across three geographical maintenance areas: West, Central, and East, requiring contractors to provide all labor, materials, supervision, equipment, and related items necessary for HVAC system support. Vendors must demonstrate expertise in servicing various HVAC equipment types, including air-cooled and water-cooled chillers, air compressors, boilers, heat pumps, and multiple air handling units. The evaluation criteria will be weighted as follows: 40% for qualifications and experience, 20% for scope of work understanding, 30% for cost/best value, and 10% for small business enterprise (SBE) utilization. A pre-proposal meeting is scheduled for February 12, 2025, at 9:00 AM, with technical questions due by February 21, 2025, and proposals due on February 28, 2025, at 12:00 PM. The initial contract term will run from Board approval through January 29, 2026, with potential for up to four additional one-year renewals.

The procurement emphasizes small business enterprise (SBE) participation and encourages diverse vendor engagement. HCPS will award contracts to multiple vendors, with the highest-ranked proposer in each geographical area serving as the primary contractor and the second-ranked as a backup. Nine companies have been recommended for award, including B&I Contractors, Inc., Daikin Applied Americas, Inc., Florida Air Services, Inc., HHC Services, LLC, Morgan Commercial Air Conditioning, LLC, Quantum Cooling, LLC, Sims AC Sales & Service, LLC, The Cao Group, LLC, and Tru Comfort Cooling, LLC. Vendors must provide comprehensive insurance, hold necessary licenses, and comply with state and local regulations, including workers' compensation, general liability, and automobile liability insurance. Most projects are expected to be under $10,000, though HCPS reserves the right to seek competitive quotes for larger projects. The total project budget is approximately $9 million, with vendors required to complete a Substitute W-9 Vendor Payment Profile Form and potentially self-identify as a minority-owned, women-owned, or service-disabled veteran-owned business to enhance their competitive standing.
