About this opportunity

The Washington Department of Commerce is soliciting applications for grant funding under the HUD Section 811 Project Rental Assistance (PRA) Program, with applications due August 19, 2026 at 5:00 PM Pacific Time. Eligible applicants must be owners or managers of multifamily housing projects with at least 5 units and capital financing commitments from qualifying sources including the Washington State Housing Trust Fund, HOME, or Low Income Housing Tax Credit programs. Projects located in underserved counties (Cowlitz, Kitsap, Pierce, Skagit, Snohomish, and Whatcom) receive additional priority points in evaluation.

The program provides project-based rental assistance to non-elderly persons with disabilities (ages 18–61) and their households, filling the gap between tenant rent share and approved unit rent. Eligible tenants must have incomes at or below 30 percent of Area Median Income and be receiving or eligible for Medicaid services through DSHS, developmental disabilities services, or behavioral health programs. Applications may serve Franklin, Grant, Grays Harbor, Chelan, or Yakima counties.

Commerce has received $14.4 million in combined HUD grants and will award up to $7.1 million through this RFA. Contracts will have a 20-year term, with initial funding provided for five years subject to Congressional appropriations for renewal. Capital expenses are not allowable; all funds support project rental assistance payments only.

Applicants must submit a Diverse Business Inclusion Plan, Certifications and Assurances, the 811 Application Workbook in Microsoft Excel format, and a Workers' Rights Certification. Scoring weights organizational experience (15 points), project information (45 points), requested units (10 points), and services and amenities (5 points), with an additional 5 percent bonus for organizations certifying they do not require employees to waive arbitration or class action rights. An applicants' conference is scheduled July 15 at 10:00 AM, with a separate tribal participants-only session at 2:30 PM the same day. Questions may be submitted July 8–22, with responses issued by July 29. Virtual presentations for finalists are scheduled September 14–21, with the Apparent Successful Applicant announced by September 22.
