About this opportunity

Pinellas County, Florida is conducting a Request for Proposal (RFP #25-0197-RFP) to secure homeless shelter beds for adult residents, seeking qualified organizations to provide emergency shelter services. The county aims to obtain proposals from shelter providers demonstrating Housing First practices, including low-barrier entry, participation in the Coordinated Entry System, rapid connection to permanent housing, service navigation, and financial and health stabilization support. The procurement seeks a minimum of 5 and maximum of 365 beds per night, with a base contract term of 36 months and potential 24-month extension. Proposers must provide comprehensive shelter services including meals, secured storage, on-site laundry, WiFi access, public phone and computer access, and comply with Continuum of Care standards. Evaluation criteria will focus on organizational qualifications, experience with homeless populations, service delivery approach, ability to meet deliverables, and compensation structure. The non-mandatory pre-conference meeting is scheduled for May 7, 2025, at 10:00 am via Microsoft Teams, with proposals due electronically by May 29, 2025, at 3:00 pm.

The procurement is open to nonprofit organizations, for-profit businesses, and other legally recognized entities located within Pinellas County. The county has an annual allocation of $260,200 and intends to potentially award beds to multiple organizations to ensure geographic diversity. No specific set-aside designations for disadvantaged enterprises are explicitly mentioned in the documents. Proposers must complete a Human Trafficking Affidavit and Foreign Countries of Concern Affidavit, demonstrating compliance with specific legal requirements. The county will require selected providers to participate in the Homeless Management Information System (HMIS) for client tracking and adhere to data sharing agreements that enable cross-system analysis of client populations. While specific individual contract values are not detailed, the total annual budget is $260,200, with unit pricing for shelter beds to remain consistent across the five-year potential contract period. Proposers will need to demonstrate capacity to serve various homeless populations, including newly homeless, chronically homeless, and hard-to-engage individuals with complex needs.
