About this opportunity
Opportunity Home San Antonio (formerly the San Antonio Housing Authority) is issuing an Invitation for Bids (IFB #2602-5657) for comprehensive roofing and window replacement services at two residential apartment complexes located in Bexar County, Texas. The project scope encompasses complete roof replacement and window retrofitting at Highview Apartments (1351 Rigsby Avenue, 33 buildings across three building types) and Linda Lou Apartments (4603 S. Hackberry Street, Buildings 102 and 124). Deliverables include removal and replacement of asphalt shingle roofing systems with new dimensional asphalt shingles at Highview Apartments and standing seam metal roofing systems at Linda Lou Apartments, replacement of all existing windows with Simonton DaylightMax vinyl windows using non-destructive installation methods, replacement of gutters and downspouts, and all associated demolition and debris removal while maintaining building occupancy and watertight conditions throughout construction. The project manual specifies strict adherence to NRCA guidelines for coastal wind uplift, OSHA safety requirements, the International Building Code (2024), and comprehensive quality assurance requirements including 15-day submittal review periods and mandatory preinstallation and progress meetings. Qualified contractors must demonstrate professional competence and experience in residential roofing and window replacement, obtain all required permits within 15 days of Notice to Proceed, maintain a two-year warranty on installed materials and labor, and carry comprehensive insurance including Commercial General Liability ($1,000,000/$2,000,000), Workers' Compensation (statutory), and Builder's Risk insurance. The bid submission deadline is March 31, 2026, at 2:00 p.m. through the Bonfire e-Procurement portal; a non-mandatory pre-submittal meeting and site visit are scheduled for March 18, 2026, with locations at Linda Lou Apartments at 10:00 a.m. and Highview Apartments at 10:40 a.m.; the deadline for submitting questions is March 20, 2026, at 10:00 a.m.; and board approval is anticipated for April 2026. All work must be completed within 180 days from the Notice to Proceed, with liquidated damages set at $100 per day for delays. Contractors must submit pricing as lump sum amounts for each job plus unit prices for unforeseen conditions, with all costs fully burdened and including labor at Davis-Bacon wage rates, materials, equipment, overhead, and profit.
This procurement is subject to multiple set-aside and compliance requirements, including Davis-Bacon Act prevailing wage determination requirements (effective January 2, 2026, with specified hourly rates for ten trade classifications ranging from $7.25 to $9.66), Executive Order 13706 paid sick leave requirements (one hour per 30 hours worked, up to 56 hours annually), and Executive Order 13658 minimum wage requirements ($13.30 per hour for 2025). The solicitation mandates compliance with Section 3 Program requirements under the Housing and Urban Development Act of 1968, establishing minimum benchmarks of 25 percent labor hours for Section 3 workers, 5 percent for Targeted Section 3 workers, and 10 percent subcontracting goals for Section 3 business concerns on construction contracts, with monthly compliance reporting required. Small, Women, and Minority Business Enterprise (SWMBE) utilization plans are mandatory, and contractors must comply with Build America, Buy America (BABA) requirements. Only responses from vendors that have a current contract with one of the identified Purchasing Cooperatives for the exact items requested in this IFB will be considered. All bidders must submit a completed Attachment C Profile of Firm form disclosing ownership structure, minority/women/disabled veteran business enterprise status, litigation history with public entities, debarment status, prior relationships with Opportunity Home commissioners or officers, and non-collusive affidavits. Contractors must also provide documentation of safe handling of hazardous materials identified in asbestos and lead-containing paint survey reports completed in October 2025 for both properties, including friable drywall containing 2-3 percent chrysotile asbestos and lead-containing exterior paint on both facilities. A five percent bid guarantee is required with proposal submission, and the successful contractor will be required to provide 100 percent Performance Bond and 100 percent Payment Bond within ten days of contract execution. The specific contract award value has not been disclosed in the solicitation documents; however, a ten percent retainage is standard on progress payments until 50 percent work completion, with potential waiver if performance is satisfactory.
