About this file
Summary
This is a project manual and specification document for roofing and window replacement work at Highview Apartments and Linda Lou Apartments, prepared by Durand-Hollis Rupe Architects for Opportunity Home San Antonio (formerly San Antonio Housing Authority). The project involves comprehensive roof replacement and window installation at two apartment complexes in San Antonio, Texas. At Highview Apartments (1351 Rigsby Ave.), the scope includes converting existing shingle roofing to new dimensional asphalt shingles with standing seam metal roofing systems at Linda Lou Apartments (Buildings 102 and 124 at 4603 S. Hackberry St.). Window replacement encompasses all existing windows at both properties using non-destructive installation methods with new vinyl windows. The project manual includes detailed specifications across multiple divisions: general requirements, selective demolition, rough carpentry, thermal insulation, roofing systems, sheet metal flashing, joint sealants, vinyl windows, and exterior painting. The specifications require strict adherence to NRCA guidelines for coastal wind uplift, OSHA safety requirements, daily debris removal, and protection of occupied buildings during construction.
The specifications establish comprehensive quality assurance requirements, submittal procedures with 15-day review periods, and mandatory preinstallation and progress meetings. Contractors must obtain all required permits within 15 days of Notice of Award and comply with all local codes and authorities having jurisdiction. The roofing system specifies 16-inch, 24-gauge Kynar 500 pre-painted metal panels with a 30-year non-prorated warranty on finish, while asphalt shingles carry a 30-year prorated warranty with 10-year non-prorated coverage. Window specifications require Simonton DaylightMax vinyl windows with ProSolar Low-E glass, argon gas fill, and a limited lifetime residential warranty. Contractors must provide line-item pricing for unforeseen items including deck replacement, structural repairs, and soffit ventilation repairs. The project includes Alternate No. 1 for R-38 cellulosic insulation installation in attic spaces over conditioned areas. All work must maintain building occupancy, provide overhead protection for tenant egress, and coordinate with ongoing operations. Asbestos and lead-containing paint survey reports dated October 29, 2025, are referenced for both properties to guide safe handling of hazardous materials during demolition and renovation activities.
