About this opportunity
The City of Hayward is soliciting sealed proposals for RFP 26-021, a High Injury Network Safety Plan (Phase 2) focused on identifying and analyzing safety improvements for 15 high-injury intersections across three primary road segments in Alameda County, California. The project targets specific road segments including Hesperian Blvd (between A St and Southern City Limits), Jackson St (between Mission Blvd and Santa Clara St), and Mission Blvd (between Jackson St and Industrial Pkwy). Key objectives include comprehensive data collection, mapping, and safety analysis of intersections such as Hesperian Blvd/West St, Jackson St/Tarman Ave, and Mission Blvd/Harder Rd. Proposals must be submitted through the City's eProcurement Portal by 4:00 pm on Thursday, November 13, 2025, with strict instructions to clearly identify the RFP title, number, company name, and due date. While specific evaluation criteria are not explicitly detailed, the project appears to require advanced data collection and analytics capabilities, with a focus on traffic safety improvements near significant local landmarks like Hayward Executive Airport and California State University East Bay.
The procurement seems open to professional consulting firms with expertise in transportation safety planning, though several restrictive provisions apply to potential bidders. Contractors must comply with numerous municipal requirements, including non-discriminatory hiring practices, maintaining specific insurance coverages (including $1,000,000 public liability insurance), and adhering to prevailing wage laws. The city has established additional compliance requirements, such as a non-nuclear weapons development certification and a noncollusion affidavit, which must be completed by proposing firms. While no specific budget range is explicitly stated, the comprehensive Professional Services Agreement template suggests the city is prepared for a substantial engagement. Potential contractors must also be prepared to meet extensive administrative requirements, including potential monetary penalties up to $250 per calendar day or 1% of the total contract amount for non-compliance, and possible disqualification from future bidding if requirements are not met.
