About this opportunity

The City of Amarillo is requesting bids for site and landscape construction on the Heritage Hills Public Improvement District under BVB 416-26, with bids due July 23, 2026 at 3:00 p.m. through the City's Euna Procurement platform and a non-mandatory pre-proposal conference scheduled for July 8, 2026 at 3:30 p.m. at City Hall Finance Department, Room 2323. A local-vendor preference under Texas Local Government Code Section 271.9051 allows local vendors (principal place of business within City of Amarillo limits) to match or come within 5% of the lowest non-local bid, provided the City determines in writing that the local vendor offers the best combination of price and additional economic development opportunities.

The scope encompasses coordinated site and landscape construction activities: concrete sidewalks, curbs, gutters, and ADA ramps (2,464 sq ft); concrete paving joint sealant (742 linear feet); 79 masonry columns with concrete footings and cast stone caps; 1,195 linear feet of western red cedar fencing; lawn spray and drip irrigation systems (2,900 and 938 sq ft respectively); sod lawn installation (2,900 sq ft); tree plantings (Cedar Elm, Chinese Pistache, Cleveland Pear, Lacebark Elm, Desert Willow, Red Oak); ornamental plantings; concrete trash-can pads (5 units); outdoor trash cans (5 units); demolition and grading; decomposed granite mulch (4,650 sq ft); and 60 days of post-completion maintenance as the base bid. Three add alternates cover irrigation controller additions, solar irrigation controller additions, and irrigation and sod installation along Loop 335 frontage. Masonry, aggregates, and cementitious products must be sourced within 500 miles of the project site. Contractors must comply with prevailing wage rates and Texas Government Code Chapter 2258, hold performance bonds (100% of contract price for awards exceeding $100,000), payment bonds (for awards exceeding $50,000), and maintenance bonds ($100,000). Work must commence within 10 days of the Notice to Proceed and complete within 30 days.

The estimated project budget is $400,000. Award uses a best-value scoring method: 40 points for price and 60 points for bidder qualifications, including character and integrity (10 points), quality of previous performance (15 points), past municipal relationships (5 points), ability and financial resources (10 points), references (10 points), and recent satisfactory experience with similar landscape projects for property improvement districts (10 points). Bid security of at least 5% of the total bid is required. All bids must remain valid for 120 days. Non-Texas resident bidders must underbid Texas residents by an amount equivalent to what a Texas bidder would need to underbid in the non-resident's home state. Vendors must verify non-debarred status against the City's CEP List, verify non-suspension and non-debarment under federal requirements, and certify non-boycott of Israel and compliance with firearm and energy company non-discrimination provisions.
