The project encompasses coordinated site and landscape construction activities designed to enhance pedestrian connectivity, improve neighborhood aesthetics, and deliver durable infrastructure. The City is requesting all labor, materials, equipment, and services necessary to complete the project as a single lot award. A non-mandatory pre-proposal conference is scheduled for July 8, 2026, at 3:30 P.M. at City Hall Finance Department, Room 2323, with virtual attendance available via Microsoft Teams. Bid submissions are due electronically through the City's Euna Procurement platform by 3:00 P.M. on July 23, 2026, with public opening via teleconference. All bids must remain valid for a minimum of 120 days. The successful vendor must submit all required documentation within 10 calendar days of the Notice of Award and may not begin work until the Notice to Proceed Letter is issued following a mandatory pre-construction conference.
The estimated project budget is $400,000. Award will be determined based on best value to the City using a weighted scoring system of 40 points for price and 60 points for bidder qualifications, with evaluation criteria including bidder reputation, quality of services, past municipal relationship, and experience with similar landscape projects within the prior five years. All bids above $50,000 require a proposal bond of at least 5 percent of the total bid amount, and contracts exceeding $50,000 require payment bonds while those exceeding $100,000 require performance bonds in amounts equal to 100 percent of the contract price. The project is subject to City of Amarillo Prevailing Wage Rates, Texas Government Code Chapter 2258 requirements, and Form 1295 disclosure of interested parties filing. Contractors must provide certificates of insurance, performance guarantees, and a one-year maintenance bond. Non-Texas resident bidders must bid lower than the lowest Texas resident bid by an amount equivalent to what a Texas bidder would need to underbid in the non-resident's home state.
