About this opportunity
The City of Detroit Office of Contracting and Procurement, on behalf of the Detroit Police Department Detention Center, is soliciting quotes under RFQ 552688 for two-year ground maintenance services, with questions due October 30, 2026 and quotes due November 6, 2026 by 3:00 p.m. EST. Respondents must be preapproved Detroit Supply Schedule Ground Maintenance #1 vendors, and no other vendors may respond.
Required work at 17601 Mound Rd, Detroit, Michigan 48212 includes weekly mowing, edging, trimming, and hard-surface cleaning; monthly weed whipping and spraying; seasonal spring and fall cleanup; winter snow removal, de-icing, and salting; and as-needed weed, bush, and tree maintenance. The City may expand to additional locations at its discretion. Respondents need at least three years of commercial grounds maintenance experience and three professional references. Every contractor employee must complete security clearance through the Michigan Department of Corrections and/or Detroit Police Department, obtain DDC identification badges, pass criminal background checks and drug screening, and wear company-identified uniforms. Submissions go through the Bonfire portal, and late or emailed submissions are rejected.
Pricing is entered on Attachment C, a mandatory bid sheet covering monthly rate, annual total, per-visit charges, and emergency salting. Pricing must be all-inclusive, and an incomplete bid sheet is deemed non-responsive. The City may make single or multiple awards based on low bid and contractor ability. Insurance requires workers' compensation at $500,000 limits, commercial general liability at $1,000,000 combined single limit with a $2,000,000 minimum aggregate, and automobile liability at $1,000,000 combined single limit. Notarized affidavits, three years of financial statements, active SAM registration, and City of Detroit Treasury Clearance, which must be obtained before City Council approval, are also required.
An attached equalization credit statement provides allowances of 1 to 5 percent to certified businesses that submit valid Business Certificates with their bid. Detroit Headquartered and Detroit Resident businesses each receive 5 percent.
The contract runs two years with one optional one-year renewal. Invoices are submitted through the City's Oracle Vendor Portal on NET 30 terms, and the City may terminate for convenience on thirty days' written notice. Respondents proposing artificial intelligence must complete the City's AI factsheet and Algorithmic Impact Assessment Questionnaire.
