About this opportunity

The City of Albuquerque is soliciting proposals through Request for Proposal RFP-2025-737-PRK-MP for the operation and management of clubhouse concessions at Ladera Municipal Golf Course, a 240-acre facility located on Albuquerque's west side featuring an 18-hole championship course (par 72), a 9-hole executive course with embedded disc golf, a 25-acre lighted driving range, and a 9,000+ square-foot practice putting green. The scope of work encompasses management of the clubhouse buildings, banquet facility with 300-seat capacity, pro-shop, snack bar/restaurant, power cart storage area, and immediate surrounding grounds, with the City retaining responsibility for turf maintenance through its nine-person maintenance crew. Qualified proposers must be PGA Class 'A' Golf Professionals at the time of proposal and maintain at least one PGA Class 'A' Professional and one PGA Class 'B' Professional on staff during contract operations. The anticipated contract term is five years with one possible five-year extension. Key deliverables include pro-shop operations with minimum merchandise inventory of $50,000 wholesale value and 1.5 annual inventory turnovers, food and beverage service, banquet facility management, golf cart rental management (concessionaire retains 85% of rental income after City lease payments of $136.48 per cart for a 65-cart fleet), driving range ball sales, golf instruction, and associated clubhouse management. Proposals will be evaluated on approach (100 points), detailed task planning (200 points), experience and qualifications (200 points), project management (100 points), past performance (100 points), ability to complete the project (200 points), and cost proposal (100 points). The non-mandatory pre-proposal conference is scheduled for February 2, 2026, at 1:00 PM Mountain Time via Zoom, with electronic proposal submission required through the City's Bonfire eProcurement system by February 20, 2026, at 4:00 PM Mountain Time, and the overall due date for proposals is February 21, 2026.

There are no specific set-aside designations or restrictions identified limiting proposer eligibility to particular organization types; however, all concessionaire employees must complete cash handling certification and maintain PGA Class A Classification Cards on file with the Golf Management Division. The current incumbent operator is Bill Harvey Golf LLC, whose contract expires May 5, 2026, providing continuity until the new concessionaire transitions operations. Revenue sharing requirements include a minimum annual guarantee of $135,000 per year with percentage payments to the City ranging from 5% to 25% depending on revenue category (food and beverages excluding alcohol at 15%, alcohol at 25%, merchandise at 5%, golf cart rentals at 15%, range balls at 15%, golf lessons at 5%, and banquets/rentals at 15%), with the concessionaire required to provide 100% of green fee revenues to the City. Insurance requirements mandate $2,000,000 commercial general liability, $1,000,000 automobile liability, and workers' compensation coverage. Based on fiscal year 2025 historical data, total pro-shop revenue reached $1,051,484 with concessionaire revenue of $911,496 and city revenue of $139,988, while total food and beverage revenue was $768,472 with concessionaire revenue of $629,727 and city revenue of $138,745, providing reference data for financial projections and indicating the significant revenue potential of this concession opportunity.
