INTRODUCTION
I. GENERAL
The City of Albuquerque is currently accepting Proposals from qualified individuals, qualified teams of individuals, and/or firms for operation and management services for the Ladera Municipal Golf Course located in Albuquerque, New Mexico. The intent of this Request for Proposals (RFP) is to consider Clubhouse operations that include the clubhouse buildings, banquet facility, pro-shop, snack bar/restaurant, the power cart storage area, and the immediate surrounding areas of the Clubhouse (collectively, "Clubhouse").
Ladera Golf Course
3401 Ladera Drive NW
Albuquerque, New Mexico 87120
Ladera Golf Course occupies 240 acres on the City's west side. Ladera measures 7,060 yards from the championship tees, 6,618 yards from the regulation tees (par 72), and 5,966 yards from the forward tee (par 72). The course includes a 9-hole Executive Course that stretches 2,053 yards from the regulation tees and 1,852 yards from the forward tees. The Executive Course also has an embedded disc golf course. Ladera Golf Course also includes a 25-acre driving range for golf lessons and ball rentals, a 9000 + square foot practice putting green, and a practice chipping green. The Albuquerque metropolitan area averages 280+ days of sunlight annually. This equates to just over 40 weeks of golf-playing opportunities.
Ladera includes a snack bar/restaurant, a full-service kitchen, a banquet facility (8,651 sq. ft.) with an occupant load of 300 individuals, an outdoor dining/gathering patio, and a bar/cantina located adjacent to the restaurant, patio, and banquet hall. The Ladera banquet facility has been used for parties, community functions, and special events.
II. BACKGROUND
The City of Albuquerque is situated in the high desert of north-central New Mexico, at an elevation of 5,100 feet above mean sea level. The City of Albuquerque operates four municipal golf courses: 1.) Ladera, 2.) Arroyo del Oso, 3.) Los Altos and 4.) Puerto del Sol. All four courses are currently operated on a professional, technical service contract model with turf maintenance provided by the City. The intent of this request for proposals is to operate the Ladera Golf Course on a concessions contract and not a professional, technical service contract.
A concessions contract is generally an agreement where a private operator runs a City-owned facility or service at their own risk, in exchange for the right to generate revenues, with a portion of revenues remitted to the City.
Original Construction (1980)
· Ladera was built in 1980 as a municipal 27-hole course and covers 240 acres.
· It also functions as a retention basin for flood control.
Pro Shop, Restaurant & Banquet Facilities (2001)
· A pro shop, restaurant and banquet building were added in 2001.
· These facilities are quite substantial: the banquet hall is ~8,651 ft² and seats hundreds.
Irrigation Overhaul (~2011)
· In 2011, the city began a major irrigation system renovation.
· The work cost was significant (approx. $1.5 million) and was funded via city bonds.
Fairway / Turf Restoration
· Alongside irrigation, there was turf restoration: reseeding, re-sodding fairways, greens, and cart-path work.
· By the mid-2010s, the front nine and back nine had been renovated
· The city’s capital improvements included 4.5 miles of new concrete cart paths.
Solar / Photovoltaic Installation (~2019)
· In 2019, Ladera added a photovoltaic (solar) parking canopy with over 120 parking spots. Estimated system generation: 713,108 kWh per year - enough to power maintenance, clubhouse, pro shop, etc. This reflects the city's sustainability investments.
Cantina / Lounge Remodel (2024)
· In early 2024, construction began on a 1,000 ft² remodel of the west side of the clubhouse to create a lounge (“cantina”) that connects to the outdoor patio.
Lighting / Night Driving Range (2025)
A lighted driving range (using energy-efficient LEDs) opened, allowing play during evening hours. The lights are designed to minimize light pollution. This is part of a broader $1.8 million investment in recent years (since ~2020) to improve Ladera, including water-conservation upgrades, patio improvements, and more. Over the past 20+ years, the City reports having invested over $9 million in Ladera.
Ladera Golf Course serves a dual purpose as a City golf course and as a retention basin for the Albuquerque Metropolitan Arroyo Flood Control Authority (AMAFCA). The Albuquerque Metropolitan Arroyo Flood Control Authority was established in 1963 by the New Mexico Legislature, with a specific responsibility for addressing flooding problems in the greater Albuquerque area. AMAFCA's purpose is to prevent injury or loss of life, and to eliminate or minimize property damage. AMAFCA does this by building and maintaining flood control structures, which help alleviate flooding. Use of the Golf Course premises is subject to the terms and conditions of the AMAFCA license agreement, which allows Ladera to function as a golf course and as a flood‐control retention basin, with obligations to preserve the flood‐control infrastructure, and abide by maintenance and design standards. The agreement is how the city balances recreational use with flood mitigation.
The last significant flooding of the Ladera Golf Course that impacted golf play happened in the 1990s. The Albuquerque area averages less than ten (10) inches of measurable rainfall in a year.
Beginning fiscal year 2021, concessions revenue has increased over 23% in the last five years, and golf rounds have increased 28% in the last five years. Historical information on green fees revenue (i.e. golf rounds) and other golf course revenue is provided in Appendices A and B. The Golf Course Operations Manual is provided as Appendix C. A copy of the Ladera Golf Course layout is provided as Appendix D. Revenue sharing is outlined in Appendix B.
III. MAINTENANCE OPERATIONS
Ladera Golf Course is maintained by a nine-person, City of Albuquerque maintenance crew. It is not the intent of this proposal for the qualified firm or individual to bid on turf maintenance services. Golf course turf maintenance will continue to be provided by the City's Golf Management Division. The City retains the sole authority over the number and layout of the holes at Ladera Golf Course.
IV. INTENT OF OPERATIONS
It is the intent and expectation of the City of Albuquerque to provide for its citizens and visitors a professional and desirable golfing experience with a customer service level commensurate with "best practices" of public golf facilities. The City views the golf course as a source of community pride and a testament to the City's progressive attitude and support for recreational programming. The City expects the facility to be operated at the highest golf industry standards while allowing the City to offer golf at an affordable price.
With the completion of the numerous capital improvements over the past two decades, Ladera Golf Course is Albuquerque's premier west side golf destination. The popular course and new cantina, along with the banquet facility with its 300-seat capacity, picturesque landscaping next to the irrigation ponds, lighted driving range and ease of access from Interstate 40 provide a unique opportunity for special event programming.
Offeror must possess or explain how they will obtain the resources for staffing, training and operations on behalf of the City of Albuquerque. The intent of the RFP is to award such a contract to a single management company, an individual, or a team of individuals who will provide the most cost effective and customer friendly operations and management - returning the highest possible revenue sharing to the City. Offeror will be responsible for cohesive day-to day functions of multiple operational areas including, but not limited to, Clubhouse operations, pro shop operations, golf professional services, driving range operation, snack bar/restaurant operations, banquet facility operations, and golf cart operations.
At the time of the proposal, the Offeror shall be a PGA Class ‘A’ Golf Professional with a minimum member classification of A-1, A-2, A-4, A-6, A-8, A-9, A-13 and/or A-14. Upon award of contract: The Concessionaire will be required to provide the services of one (1) Class ‘A’ Professional Golf Association (PGA) Golf Professional. During normal hours of golf course operation, the absence of a required Class “A” Golf Professional may be interchangeable with two (2) Class “B” Golf Apprentice Professionals. One PGA Golf Professional will be required to be available at all times during normal golf course operational business hours.

If part of the contract is sublet, the Contractor shall include any or all subcontractors in its insurance policies, or require the subcontractor to secure insurance to protect itself against all hazards enumerated herein, which are not covered by the Contractor's insurance policies.

1.23.5 Additional Insurance: The City may, as a condition of award of a contract, require a successful Offeror to carry additional types of insurance. The type and limit of additional insurance is dependent upon the type of services provided via the contract by the successful Offeror.
If you request a Proposal Bond, Performance Bond, Labor and Material Payments Bond, or any other bonding requirements they will be added as Optional or Additional Instructions on the online solicitation coverpage. When requiring bonds, the City’s bond forms will be attached to the RFP or to the solicitation as a separate document.
