About this opportunity

The Maryland Department of Juvenile Services is requesting proposals for the Girls Committed Program, a staff-secure, therapeutic residential facility for girls and gender-expansive youth currently under juvenile court commitment, with proposals due January 16, 2026 at 3:30 p.m. local time (eMMA# BPM054082/RFP# 26-MULTI-CS-YS-001). The program replaces DJS's existing hardware-secure commitment facility and will be located at or near the Charles H. Hickey Jr. School in Baltimore City.

Prospective providers must obtain Residential Childcare (RCC) licensure and apply for Qualified Residential Treatment Program (QRTP) certification; licensure need not be in place at proposal submission, but vendors must demonstrate capacity to meet all requirements. Vendors must be registered on eMMA, in good standing with the Maryland Department of Taxation, and provide three professional references from within the past five years. Cost-reimbursement contracting applies; pricing submissions require fully loaded annual budgets for Years One and Two using the FY26 Annualized Budget Workbook, with all editable fields completed and no blank entries permitted.

DJS provides the facility (already licensed and meeting all fire safety codes), furnished refrigerators and freezers, day-to-day maintenance, and meal service through the Hickey facility food services. Providers are responsible for arranging independent educational, medical, and dental services; planning meals in compliance with COMAR if opting out of DJS food services; maintaining therapeutic programming and home-like environment standards; and accepting all youth referred by DJS without declining based on individual fit. The facility must comply with COMAR Residential Childcare regulations regarding room square footage, hygiene, and security.

This is a Tier 1 Living Wage contract; covered employees must receive the applicable living wage rate for Baltimore City or higher. Contractors must submit the Maryland Living Wage Requirements Affidavit of Agreement (Attachment G) with proposals. MBE and VSBE subcontracting opportunities exist in food services, janitorial services, and clothing services; the state's research identified specific certified vendor availability in these categories to guide bidding. Contractors must submit a Bid Proposal Affidavit and Contract Affidavit certifying compliance with Maryland's commercial nondiscrimination, MBE, and VSBE laws, drug-free workplace requirements, and debarment status. DJS anticipates beginning service delivery in April 2026. All amendments (one through six) have been published; vendors must acknowledge and resubmit complete proposals with each amendment to remain active in the solicitation.

Opportunity text

The Department supervises most youth who are involved in the juvenile justice system in the community. In some situations, juvenile courts may commit a youth to DJS and order that the young person receive out-of-home placement. Currently, girls and gender-expansive young people make up a very small proportion of the DJS youth population. After launching a workgroup to analyze these cases, consulting with expert technical assistance providers, and doing research into national best practices, the Department seeks to create a program that is staff-secure and therapeutic with a home-like environment for girls and gender-expansive young people. The program shall replace the current hardware secure commitment program that DJS operates for girls.
