About this file

This is Amendment No. 3 to Request for Proposal (RFP) #26-MULTI-CS-YS-001 issued by the Maryland Department of Juvenile Services (DJS) for the Girls Committed Program, a staff-secure, therapeutic residential childcare facility designed to serve girls and gender-expansive youth ages 10-20 involved in the juvenile justice system. The program will replace DJS's current hardware secure commitment program and will be located at or near the Charles H. Hickey Jr. School facility in Baltimore, Maryland. The RFP solicits a cost reimbursement contract (not per-diem based) for residential childcare services. Prospective providers must hold a current Residential Childcare (RCC) license issued by DJS, obtain a Qualified Residential Treatment Program (QRTP) certification specific to the girls program, and demonstrate three professional references from within the past five years. Proposals must be submitted electronically through eMMA in two parts: a technical proposal in searchable Adobe PDF format (with one redacted copy) and a financial proposal entered into the FY26 Annualized Budget Spreadsheet along with supporting materials in Microsoft Word and searchable Adobe PDF formats (with one redacted copy). The proposal submission deadline is January 9, 2026, at 3:30 P.M., and this is the fourth amendment round, requiring all vendors to resubmit proposals in the final round regardless of changes.

DJS will provide the facility already meeting all licensing requirements, fire safety codes, and fire marshal inspection standards, including furnished refrigerators and freezers. The provider is responsible for planning and making educational services accessible in compliance with COMAR requirements and must accept all youth referred by DJS without the ability to decline service based on individual fit or population specialization. Meals are included through the Charles H. Hickey Jr. Food Services, though providers may opt out if they provide a plan for serving hot meals meeting COMAR requirements. Small appliances and supplemental food preparation in kitchenettes are permitted, and the facility will include access to DJS facility maintenance for day-to-day physical plant issues. Providers will not have access to onsite DJS medical, dental, or educational services and must arrange these services independently. The facility will comply with all COMAR Residential Childcare regulations regarding room square footage, hygiene protocols, and security measures such as door and window configurations.
