About this file
This is an Amendment No. 1 document related to the Girls Committed Program, a juvenile justice initiative under the Maryland Department of Juvenile Services (DJS). The amendment modifies the original contract for a staff-secure and therapeutic residential program designed to serve girls and gender-expansive young people currently under DJS commitment. The program replaces the existing hardware-secure commitment facility and incorporates a home-like environment with evidence-based therapeutic services. The program is intended to accommodate a small but growing population of girls and gender-expansive youth within the DJS system, reflecting national best practices identified through workgroup analysis and technical assistance consultation. Specific details regarding the number of beds, service locations, staffing requirements, implementation timelines, and performance metrics are outlined within the amendment framework to establish operational parameters and accountability measures for the contractor.
The amendment establishes modifications to the original contract terms, pricing structures, and service delivery expectations as negotiated between Maryland DJS and the contracted service provider. The document likely includes revised funding allocations, adjusted reimbursement rates, expanded service scope, staffing level modifications, or program operational changes based on implementation experience or evolving departmental requirements. Any changes to performance standards, reporting requirements, licensing compliance, or therapeutic programming components would be detailed in this amendment. The amendment serves to formalize these modifications while maintaining the original contract's foundational objectives of providing trauma-informed, gender-responsive care in a secure yet therapeutic setting that prioritizes the safety and developmental needs of this specialized youth population.
