About this file
This is Amendment No. 4 to a Request for Proposals issued by the Maryland Department of Juvenile Services for the Girls Committed Program (eMMA# BPM054082/RFP NUMBER 26-MULTI-CS-YS-001). The RFP seeks to establish a staff-secure and therapeutic, home-like residential program serving girls and gender-expansive young people currently under juvenile court commitment, replacing the existing hardware secure commitment program. The proposal submission deadline is January 9, 2026 at 3:30 P.M. This amendment clarifies that providers need not hold current accreditation status to apply; however, applicants must apply for Qualified Residential Treatment Program (QRTP) certification and meet the specified requirements outlined in Section Z, submitting proof of such application with their proposal. Vendors must acknowledge receipt of this amendment and submit it with their proposal. All proposals must be resubmitted in the final round of the solicitation (currently round 5) to be considered, regardless of whether changes are made.
No pricing information, funding amounts, set-asides, contract term, renewal options, site visit details, or bidder's conference information is contained in this amendment document.

eMMA# BPM054082/RFP NUMBER 26-MULTI-CS-YS-001
December 26, 2025
The following Amendment is being issued to amend the above-referenced solicitation. All information contained herein is binding on all Offers responding to this solicitation.
The following statement below is to clarify Minimum Qualifications Section 1.1(B)
The current accreditation status does not prevent a provider from applying to the QRTP designation. Providers should apply to the Qualified Residential Treatment Program (QRTP) certification and meet the specified requirements in “section Z” and shall provide with their proposal proof that it applied for QRTP certification.
X Date:
Vendor’s acknowledgement, please signature and date above and submit with your proposal
Note:
A vendor may submit its proposal early, however, the proposal must be resubmitted after each published amendment, which in eMMA is called a “round”. No matter what, be sure to submit your proposal in the “final round” of this solicitation whether you make any changes or not, otherwise, it will not be included when the RFP closes on January 9, 2026 at 3:30 P.M.
This is now round 5.
