About this opportunity
Santa Rosa County Board of County Commissioners is soliciting quotes through Invitation to Quote (ITQ) 26-011 for comprehensive generator repair and maintenance services supporting the County's public safety infrastructure. The procurement seeks a qualified contractor to provide preventative maintenance and 24/7/365 emergency repair services for twelve generators located at critical facilities including tower sites, command posts, sheriff's offices, and administrative backup locations. Preventative maintenance must encompass comprehensive annual inspections and servicing of cooling systems, fuel systems, air intake and exhaust systems, engine monitors, lube oil systems, starting systems, generators, transfer switches, and shelter areas, with detailed documentation required for all work performed. Emergency repair services must maintain a maximum four-hour response time for critical infrastructure failures with round-the-clock availability. Qualified respondents must be registered with the Florida Division of Corporations, hold a valid Florida contractor license under Chapter 489, provide three current service references, and maintain comprehensive insurance coverage including workers' compensation, commercial general liability ($1,000,000 per occurrence/$2,000,000 aggregate), business auto liability ($500,000), and contractor's pollution liability ($1,000,000 per occurrence/$2,000,000 aggregate), with Santa Rosa County named as additional insured. Pricing shall be submitted on a line-item basis for each of the twelve generators under preventative maintenance, with separate hourly labor rates for regular hours (Monday-Friday), after-hours, and holiday work, along with material mark-up percentages and travel rates. Questions must be submitted through the Santa Rosa County e-Procurement Portal by 12:00 pm on Wednesday, December 10, 2025, and all quotes must be submitted through the same portal by 10:00 am on Wednesday, December 17, 2025. The contract term commences upon Board approval and continues for one year from full execution, with options to renew for up to four additional one-year periods by mutual written agreement.
Santa Rosa County encourages participation from all segments of the business community, including small businesses, minority-owned businesses, women-owned businesses, and disadvantaged business enterprises, and explicitly states that it does not discriminate based on race, color, religion, national origin, disability, sex, or age in the administration of contracts. No specific set-aside designations or incumbent contractors are identified in the solicitation documents. The procurement does not specify a current award value or budget range, as the total compensation amount is left to be determined by the County based on quote submissions and is contingent upon annual appropriation. The contractor will be responsible for providing all necessary materials, equipment, labor, tools, and transportation, with invoices due within 30 days of work completion and payment processed in accordance with the State of Florida Local Government Prompt Payment Act. Santa Rosa County reserves the right to waive irregularities, reject any or all quotes for sound documented reasons, and award the contract to the vendor deemed most advantageous to the County's interests.
