About this opportunity
Collier County Board of County Commissioners Procurement Services Division, on behalf of the Public Utilities Water Division, has issued Invitation to Bid 26-8618 for Generator Maintenance and Repair Services covering both portable and stationary generators across multiple county departments. The scope of work encompasses preventive maintenance programs with quarterly, biannual, or annual visual inspections and full-load testing; emergency repair services available 24/7/365 with a four-hour response requirement; load bank testing; and fuel polishing services. Qualified bidders must demonstrate a minimum of five years' experience in generator service, repair, and installation at facilities with emergency applications and must be capable of servicing generators manufactured by Caterpillar, Cummins, Generac, John Deere, Kohler, Magnum, and Onan, with power capacities ranging from 7 kilowatts to 2,000 kilowatts. The ITB is divided into two groups for award purposes: Group 1 for Portable Generators and Group 2 for Stationary Generators, with the County intending to award on a primary and secondary basis for each group. Non-emergency work must be completed within three working days of request, while emergency services must relieve the urgent situation within 24 hours of the County's initial request. Bids are due March 24, 2026, at 3:00 PM EST and must be submitted electronically through the Collier County Procurement Services Division Online Bidding System at https://procurement.opengov.com/portal/collier-county-fl. Bidders must provide firm pricing for 180 calendar days from the bid opening date and complete all line items in the bid schedule, including hourly rates for technicians and apprentices, emergency service fees, load bank testing rates across three capacity ranges, generator rental pricing for five power ratings with daily/weekly/monthly options, and fuel polishing rates; failure to complete all line items may render a submission non-responsive.
There are no designated set-aside preferences for disadvantaged enterprises or small businesses identified in this solicitation; however, local vendor preference certification is available for vendors maintaining a physical business address within Collier County and possessing a current local Business Tax Receipt, which may provide preference consideration in the competitive evaluation process. All bidders must comply with mandatory requirements including E-Verify enrollment, workers' compensation insurance at statutory Florida limits, Commercial General Liability of $1,000,000 per occurrence with $2,000,000 aggregate, Automobile Liability of $1,000,000 per occurrence, submission of a bid bond equal to five percent of the cost proposal, and Payment and Performance Bonds at 100 percent of the contract award amount if the award exceeds $200,000, with surety companies rated A- or better by A.M. Best. Bidders must also submit completed conflict of interest certifications, vendor declaration statements, immigration certifications, reference questionnaires, and copies of all requested licenses and certifications. The contract term is three years with two optional two-year renewal periods, during which prices shall remain firm for the initial term; strict markup limits are enforced with subcontractors capped at 15 percent markup, parts and materials at 10 percent markup, and rental equipment at 10 percent markup, with no markups permitted on freight, taxes, or similar ancillary charges. Historically, Collier County departments have spent approximately $1,500,000 annually on generator maintenance and repair services; however, the County notes that this historical spending may not be indicative of future spending patterns, and no specific budget allocation or award value guarantee is provided.
