About this file
This is an Authorization to Advertise document issued by the Collier County Board of County Commissioners Procurement Services Division on behalf of the Public Utilities Water Division for Invitation to Bid 26-8618 for Generator Maintenance and Repair Services covering both portable and stationary generators. The scope encompasses preventive maintenance programs with quarterly, biannual, or annual visual inspections and full-load testing; 24/7/365 emergency repair services with a four-hour response requirement; load bank testing; and fuel polishing services. Bidders must demonstrate a minimum of five years' experience servicing generators manufactured by Caterpillar, Cummins, Generac, John Deere, Kohler, Magnum, and Onan, with capacities ranging from 7 to 2,000 kilowatts. The ITB is divided into two groups: Group 1 for Portable Generators and Group 2 for Stationary Generators, with the County intending to award on a primary and secondary basis for each group. Bids are due March 24, 2026, at 3:00 PM EST and must be submitted electronically through the Collier County Procurement Services Division Online Bidding System. The contract term is three years with two optional two-year renewal periods.
Bidders must provide firm pricing for 180 calendar days and complete all line items including hourly rates for technicians and apprentices, emergency service fees, load bank testing rates, generator rental pricing across five power ratings with daily/weekly/monthly options, and fuel polishing rates. All bidders must comply with mandatory requirements including E-Verify enrollment, workers' compensation insurance at statutory Florida limits, Commercial General Liability of $1,000,000 per occurrence with $2,000,000 aggregate, Automobile Liability of $1,000,000 per occurrence, and bid bonds equal to five percent of the cost proposal. Local vendor preference certification is available for vendors maintaining a physical business address within Collier County with a current local Business Tax Receipt. Strict markup limits are enforced with subcontractors capped at 15 percent, parts and materials at 10 percent, and rental equipment at 10 percent. Historically, County departments have spent approximately $1,500,000 annually on generator maintenance and repair services; however, the County notes this may not be indicative of future spending patterns and provides no specific budget allocation or award value guarantee.
