About this opportunity

Gainesville Regional Utilities (GRU) is soliciting proposals for a General Service Agreement to establish multiple continuing construction service contracts for maintenance, alteration, and technical services across various utility infrastructure domains. The procurement seeks experienced licensed contractors with expertise in power generation, electrical substations, water and wastewater treatment plants, electrical transmission and distribution lines, pipelines, pump stations, and associated civil, mechanical, structural, electrical, and instrumentation projects. GRU intends to award a minimum of ten contracts with an initial three-year term and potential for two additional two-year extensions. Contractors must be prepared to submit proposals for individual projects valued at or above $300,000, with GRU requiring three proposals for such projects. The evaluation criteria include comprehensive scoring across multiple categories: company background (10 points), pricing (20 points), staff experience (20 points), safety record (10 points), project experience (25 points), and construction project manager response time (10 points). The solicitation was released on June 13, 2025, with proposal responses due by July 14, 2025, at 2:00 pm, to be submitted through the OPENGOV platform. A pre-proposal meeting was scheduled for February 25, 2025, at 2:00 pm EST, though attendance was not mandatory.

The contract opportunity includes provisions for subcontractor diversity, with specific designations for Small Business Enterprise (SBE), Women's Business Enterprise (WBE), Minority Business Enterprise (MBE), and Labor Surplus Area Firm (LSAF) classifications. Subcontractors are prohibited from participating if listed on the State of Florida Suspended Vendor List or Federal Suspensions and Debarments. While no specific incumbent vendors are explicitly listed, the solicitation suggests GRU serves approximately 99,700 customers in Gainesville and surrounding areas, with multiple power generation facilities totaling over 550 MW generating capability. The contract includes detailed pricing mechanisms, with labor rates covering 12 job classifications and provisions for standard and emergency project costs. Pricing will be evaluated with 80% of points derived from standard project costs and 20% from emergency project costs, with the lowest-cost respondent receiving full points and others scaled proportionally. Contractors must provide comprehensive documentation, including company background, project experience in water/wastewater and energy supply projects, staff resumes, safety modification rates, and response capabilities. While no specific budget range is provided, the contract structure allows for flexible project assignments and potential multi-year engagement.
