About this opportunity
Flagler County, Florida is soliciting bids for Bid No. 25-011P to construct a new General Aviation Terminal Building at Flagler Executive Airport. The comprehensive project includes building the terminal facility, constructing an access road, developing a parking lot, and obtaining the Certificate of Occupancy. The scope encompasses extensive site preparation including demolition, excavation, utility coordination, landscaping, irrigation, and infrastructure development. Bidders must submit sealed proposals by November 22, 2024, at 2:00 PM local time, with a non-mandatory pre-bid meeting held on October 31, 2024, at 11:00 AM. The project requires prime contractors to have a minimum of five years' experience in similar aviation terminal construction projects and provide references for three comparable projects. Key deliverables include a fully functional terminal building, associated site infrastructure, and compliance with all local and state building codes. The total project duration is set at 510 calendar days from the Notice to Proceed, with liquidated damages of $3,813 per calendar day for delays. The county has structured the bid with two primary schedules (Schedule A and Schedule B) and an alternate configuration option for the terminal access road, providing flexibility in project implementation.
The solicitation appears open to all qualified contractors without specific set-aside designations for disadvantaged enterprises. Sauer Construction has been identified as the intended contract awardee, with a total bid price of $10,327,322.00, which includes $9,640,130.00 for Part A, $585,487.00 for Part B, and $101,705.00 for the optional component. Seven vendors submitted bids, including Coleman Goodemote, Collage Companies, M.H. Williams, ABBA, H.A. Contracting, and Gray Construction, with total bid prices ranging from $10,424,000.00 to $14,523,579.00. The project includes a $100,000 allowance for permit fees and electric power connection, and bidders must provide comprehensive insurance coverage including general liability and workers' compensation. Existing infrastructure requirements include careful coordination with utility providers like Florida Power and Light (FPL) and Brighthouse/Spectrum Communications to protect and potentially relocate existing utility services. Bidders must comply with E-Verify requirements, local regulations, and provide detailed documentation demonstrating technical and financial capability to complete the complex airport terminal construction project.
