The City of DeBary, Florida is soliciting sealed proposals for civil and site construction of the Gateway Park Entrance in Volusia County, with a mandatory pre-proposal meeting on November 10, 2026 and proposals due December 3, 2026 at 2:00 p.m. EST. The procurement carries no set-aside, preference, or local-vendor requirement. Eligibility depends on registration with the Florida Department of State as an active entity, E-Verify compliance, and freedom from debarment and forced-labor or human-trafficking prohibitions.

The Site Work Contractor must furnish all labor, materials, equipment, supervision, permitting, testing, coordination, and incidentals for a new direct entrance to Gateway Park from the signalized intersection of US 17/92 and Saxon Boulevard. Scope covers clearing, grubbing, tree protection, demolition, earthwork, grading, roadway pavement, curb and gutter, sidewalks, ADA improvements, stormwater collection, SWPPP and erosion control, maintenance of traffic, pavement markings, site lighting, and civil testing. The City will contract the traffic signal equipment and signal system work separately with a Signalization Contractor, and all work affecting the existing signal must comply with City, Volusia County, FDOT, and MUTCD requirements. Stormwater conveys to a proposed dry pond and then to the existing master system, discharging to the St. Johns River at rates no greater than existing discharge. Disturbed areas must be stabilized within 14 days of last construction activity, and defects must be addressed within 24 hours of identification.

Bidders must submit evidence of experience and financial status, including a list of similar completed projects, and a list of major subcontractors subject to City approval. Required submittals include the RFP Acknowledgement Form, IRS Form W-9, drug-free workplace, debarment, Byrd Anti-Lobbying, and statutory compliance certifications, a conflict-of-interest disclosure, officer information, and current insurance certificates. Commercial General Liability coverage must be $1 million per occurrence and $2 million annual aggregate, with Business Auto Liability of $1 million per accident and Workers' Compensation under Florida statute. Performance and Payment Bonds may be required where contract value exceeds $200,000, with bond costs included in the Total Bid Amount.

Pricing is lump sum or unit price per the Bid Price Sheet. The City will award to the lowest responsive and responsible bidder based on the Base Bid. Written inquiries are due November 16, 2026 at 2:00 p.m. EST. City Council approval is anticipated January 6, 2027, with construction running from January 6, 2027 to an estimated completion of May 30, 2027.
