About this opportunity
The City of Austin, operating as Austin Energy, is soliciting a Request for Proposals (RFP 1100 MMH3038) for comprehensive maintenance services on the Sand Hill Energy Center Unit 5 Combined Cycle plant, specifically for a General Electric 7FA+e gas turbine and D-11 steam turbine with associated generators and control systems. The procurement encompasses planned, corrective, predictive, and preventative maintenance services, along with minor upgrades, requiring the contractor to provide project management, field technical leadership, craft labor, parts supply and reconditioning, optional remote monitoring services, and 24/7 customer support with an assigned Customer Service Manager. Deliverables include semi-annual borescope inspections during planned outages, Hot Gas Path Inspections (tentatively November 2029 at 24,000 fired hours), Major Inspections (tentatively February 2033 at 48,000 fired hours), detailed outage schedules submitted 90 days in advance in Microsoft Project format, and comprehensive reports documenting inspection results, dimensions, non-destructive examination testing results, and performance data within 30 days of each outage. The contractor must comply with General Electric GER-3620 standards for parts life expectancy, maintain comprehensive warranty provisions covering parts for 24,000 fired hours or until contract termination and rotor components for the contract term plus extensions, and achieve compliance with emissions requirements (NOx: 5.0 ppmvd, CO: 17.5 ppmvd, VOC: 5.2 ppmvd, NH3: 10.0 ppmvd). Evaluation will be based on best value methodology with consideration of technical capability, pricing, and local/small business preferences offering up to 10 points each. Proposals are due Thursday, March 19, 2026, at 2:00 pm CST with offer opening at 3:00 pm CST; questions must be submitted by Friday, March 13, 2026, at 5:00 pm CST. A non-mandatory pre-offer conference is scheduled for Tuesday, February 24, 2026, at 10:00 am CST via Microsoft Teams, and an optional in-person site visit is available on Tuesday, March 3, 2026, at 10:00 am CST at the Sand Hill Energy Center, 1101 Fallwell Lane, Del Valle, Texas 78617.
The procurement includes set-asides requiring contractors to utilize City of Austin certified Minority and Women-Owned Business Enterprise (M/WBE) subcontractors or demonstrate Good Faith Efforts when using non-certified subcontractors, with local business and small business preference certifications available to eligible offerors offering up to 10 points each on the final award evaluation. The City of Austin has established mandatory Living Wage Program requirements of $22.05 per hour for all employees assigned to the contract, wage theft compliance certification, and comprehensive insurance requirements including workers' compensation, commercial general liability, business automobile liability, umbrella/excess liability, professional liability, and environmental impairment insurance. Contractors must submit performance and payment bonds equal to 100 percent of the annual contract amount with a $10 million minimum within 14 calendar days of award notification and provide a bid bond of not less than 5 percent of the total offer. The contract term encompasses nine years with two optional three-year renewal periods, with quarterly pricing submissions required and payment structured on a quarterly invoicing schedule with settlement within 30 calendar days of invoice receipt. Although specific award values are not identified in the solicitation documents, the comprehensive multi-year service scope for specialized turbine maintenance, extensive labor requirements for both minor and major inspections, required parts inventory, and 24/7 monitoring services indicate a substantial contract value reflecting the complexity and duration of the maintenance program. All offers must remain valid for 180 calendar days following the RFP closing date, and the City reserves the right to make multiple awards based on individual line items, groups of items, or combinations deemed advantageous.
