The contractor must perform these services in accordance with current original equipment manufacturer guidelines and meet with Austin Energy at 180 days, 90 days, and 30 days prior to outage starts to confirm dates, review work scope, verify parts availability, and confirm special tools and equipment. Planning meetings must include documentation of part repair and refurbishment cycles, factored fired hours and starts, part manufacturer information, and proposed outage schedules in Microsoft Project format. The contractor is responsible for all disassembly, inspection, measurement, reassembly, and startup verification activities, with comprehensive testing and documentation required at each stage.
The scope encompasses extensive inspection and maintenance procedures for gas turbine combustion sections, turbine sections, compressors, and associated systems, as well as generator components including bearings, hydrogen seals, stator windings, rotor assemblies, and brush rigging. The contractor must supply all required climate control equipment, tools, scaffolding, and lifting equipment necessary for generator work and maintain detailed records of all lock-out/tag-out procedures and equipment bypasses, with required countersignatures from authorized Austin Energy representatives. All work must be completed to mechanical completion standards, with the contractor responsible for repairing any air, oil, gas, and water leaks resulting from their work scope, both planned and unplanned. The document specifies detailed startup checks, performance testing, and shutdown procedures to be conducted following all maintenance activities.
